基于数据仓库的联机决策情报分析技术研究

如何对大量的情报进行有效的管理,如何充分发挥情报的价值更好地为决策服务,是情报研究的主要内容之一。本文在对决策情报需求分析的基础上,研究了如何利用数据仓库技术进行情报的管理与情报分析,提出了基于数据仓库的联机决策情报分析模式与方法

文章应用美国军事情报相关分析理论,结合日俄战争前俄国对日情报工作的案例,对于军事竞争情报与战略决策之间的互动关系进行了分析和探讨。     

‘You get in a hole,it’s like quicksand’: a grounded theory analysis of social support amid materially bounded decision-making processes*

Financial precarity is a reality for a significant portion of the U.S. population. The inability of people to live sustainably has wide-ranging ramifications for individuals, families, communities, and larger society. The lived experiences of those in low-income financial precarity is perpetually threatened and constrained from a material standpoint. In this grounded theory research, we analyzed the perceived manifestation of social support during financially precarious decision-making. This study contributes the notion of materially bounded decision-making as a theoretical concept that foregrounds the role of materiality in decision-making processes. The analysis revealed uncertainty, urgency, complexity, and risk as the underlying context for materially bounded decision-making. Depending on the strength or weakness of participants’ social support systems, the trajectory of decision-making processes changes, leading to two dominant decision-making pathways. Results indicated that at times communicative social support intervention provided a sense of temporary stability.     

Data Privacy and Academic Libraries: Non-PII,PII, and Librarians’ Reflections (Part 2)

Abstract

Using personally identifiable information (PII) (patron data) to make informed decisions in academic libraries through learning analytics programs has increasingly become more commonplace. In this column, we discuss how libraries around the world have used PII to make informed decisions about hours (gate count), electronic resources (collection usage and authentication), and research assistance (virtual reference). In addition, we discuss the use of learning analytics in library environments including the benefits and concerns associated with its use. Finally, we discuss how we have used PII at our institution’s library and the data metrics we plan utilize at some point in the future.

政府决策信息采集具有全面性、针对性、时效性等要求。文章对政府决策信息的三种信息源,即新闻媒体信息源、网络信息源及数据库信息源的特点及其检索策略进行分析,指出图书馆政府信息采集将向网络化、合作化、专题化、制度化方向发展的趋势。     

Comic Books in Libraries,Archives and Media Centers

The ubiquitousness and relatively low cost of comic books, combined with their proven socio-historical, recreational, and educational value, render them a highly desirable commodity in libraries, archives, and classroom collections. The article offers practical guidelines for the evaluation and acquisition of these materials. A concise history of the field and many useful appendices (e.g., bestseller lists, a bibliography, a breakdown of currently issued titles) have been included.     

行政决策专家咨询制度建设探析

专家咨询组织一般被称为“智库”,在行政决策中设立专家咨询制度是为了确保行政决策的科学性与民主 性,防止权力滥用,维护公共利益。美国通过《联邦咨询委员会法》及其配套制度将专家咨询制度法治化,我国近年来 虽然也出台了一些行政规范,但因忽视了制度本身程序的正当性,导致这些规范性文件不足以使智库发挥其应有的作 用。本文在专家咨询制度中引入正当法律程序作为法理基础,从程序的参与性、公开性、中立性等价值出发,分析我 国行政决策专家咨询制度存在问题,提出相应的完善建议。     

公共图书馆为政府决策提供咨询服务的困惑与探索

本文根据参考咨询的工作实践，总结出公共图书馆在为政府提供决策咨询时所遇到的五种窘境与困惑，同时提出了如何克服诸多咨询障碍的四种途径。     

重视信息使用 发展情报科学——知识创新管理信息分析初探

认为知识创新管理是信息分析与咨询所面临的重要课题,研究解决相关的问题需要树立基于信息的管理分析理念及运用适当的分析方法和工具。通过对此类问题的研究,可以帮助人们加深对现代情报科学的理解和认识,体会情报科学对决策信息流的意义,找到深入进行信息分析、促进情报科学发展的道路。     

情报视角下的智库建设研究

[目的/意义] 从情报视角思考智库建设问题, 对“智库热”大背景下的情报理论与实践发展有重要意义, 同时能为新型智库建设提供某些参考。[方法/过程] 通过对大量文献的调研, 以“服务决策”为主线, 主要从机构关系、外在条件、内在机能、学科关联4个方面探讨情报与智库建设。[结果/结论] 研究表明:①智库与情报机构是合作双赢的关系;②智库以优质的情报资源作为其支撑, 智库的数据支持与情报保障能力尤为重要;③情报失察影响智库的内在机能;④情报学是智库建设的重要支撑学科之一, 情报学与“智库学”有紧密联系。总之, 情报服务是新型智库建设整体框架中的重要内容, 为了保障智库产品的质量以及影响力, 智库情报机能问题应引起更多的重视。
