Ariel in a High-Volume Environment: How CISTI Has Integrated Ariel into Its Document Delivery Business

SUMMARY

CISTI, the Canada Institute for Scientific and Technical Information, is one of the world's largest document delivery suppliers, and was among the first to be fully automated. The revolutionary Intel-liDoc system, developed during the years 1993 to 1995, provided for end-to-end automation of the document delivery process, which has enabled CISTI to improve its service and accommodate growth. From the beginning Ariel was, and remains, an integral part of IntelliDoc. This article describes how Ariel has been integrated into IntelliDoc and into CIS-TI's services, showing the benefits to CISTI and to its clients.     

国外文献信息服务机构知识服务实践研究 ——以LANL研究图书馆、CISTI、MPDL为例

以美国洛斯阿拉莫斯国家实验室(LANL)研究图书馆、加拿大科技信息研究所(CISTI)、德国马普学会数字图书馆(MPDL)三家图书馆为例,分析国外文献信息服务机构的知识服务实践,总结知识化、网络化时代知识服务的模式与机制,主要包括图书馆服务模式转型优化、机构知识资产管理、科研数据管理与服务、构建虚拟研究环境、改进学术信息交流模式和环境5个方面。

文章以法国国家科技信息一研究所（INIST）为研究对象,重点介绍其在发展、服务、研究、合作等方面的情况,特别是在文献提供与传递及开展合作方面的成功经验,力求揭示其科技信息工作的全貌和特色,以期对我国科技信息机构的发展提供借鉴。该文为《数字图书馆论坛》2009年第12期本期话题“各国科技信息机构纵览”的文章之一。

竞争情报助推传统图书情报部门业务升级实例研究

互联网和知识经济的兴起,给具有悠久历史的图书情报工作带来了极大的挑战。信息过剩而知识稀缺正成为今日图书情报部门之最真实写照。图书情报部门通过开展竞争情报工作,推动业务升级,已是大势所趋。为此,本文以加拿大科技信息研究、万方、西信、上海科技情报所和宝钢科技情报所等为代表的一批图书情报机构,在提供竞争情报服务方面的典型案例为研究切入点,探讨了图书情报部门提供竞争情报服务的几种模式以及为应对业务升级要做的准备。     

上海图书馆的"虚拟-现实图书馆服务体系"

上海图书馆面向公众、科研、政府三个领域广泛地开展服务，形成了服务于社会大众与服务于科技活动和政府决策研究的服务模式。上海图书馆的发展目标是将被动的资源检索变为主动的知识导航，把传统的图书馆服务与网络技术结合起来，在信息资源的整合、开发和个性化服务等方面进行基于新技术与服务手段的创新，让图书馆的服务覆盖全社会。     

Bibliometric analysis of patent documents disclosed in the information products of the All-Russia Institute of Scientific and Technical Information of the RAS

We trace the reflection of patent information in the database/abstract service of the All-Russia Institute of Scientific and Technical Information of the RAS from the date of their origin. We present the technology for forming the input flow of patent documents. We describe the retrofunds of patent documents reflected in the four blocks of the database of the All-Russia Institute of Scientific and Technical Information on natural science, technical sciences, life sciences and earth sciences in the period from 1981 to 2009. We analyze the distribution dynamics of arrays of patents in the polythematic database and in every block of the database of the All-Russia Institute of Scientific and Technical Information.     

JSIS: An Iranian specialized information center

As one of the leading governmental information services, JSIS (Jahad Sazandegi Scientific Information Services) started its activities in August 1993 in order to provide information support for approximately 60 research and education centers of the Ministry of Jahad Sazandegi. The present article describes JSIS's various activities such as technical services, document delivery services, electronic referral services, current awareness, and networking services.     

竞争情报可以是公共产品吗

从中小企业竞争情报和产业竞争情报两个视角研究竞争情报是否可以成为公共产品的问题。对湖南省科学技术信息研究所、香港贸发局商贸资讯中心、加拿大商务专员服务处等国内外机构的业务解析发现,提供竞争情报公共产品已经是客观存在。根据公共产品的判据,围绕目标研究内容是否为竞争情报以及是否为公共产品两个关键点,研究竞争情报公共产品的理论基础。研究发现,在一定约束条件下,竞争情报具有明确的公共产品属性,竞争情报可以是公共产品的观点既有理论依据,又有实践佐证。服务于中小企业、服务于产业竞争是竞争情报公共产品理论研究与实践应用需求最强劲的两个领域。研究认为,面向社会需求提供竞争情报公共产品,是经费充裕时代公益性科技情报机构和公益性图书馆的业务创新方向。     

The Relais Document Delivery System: An Innovative Model for Resource Sharing

ABSTRACT

This paper describes the Relais document delivery system, which enables libraries to fully automate their interlibrary loan and document delivery processes. Relais has been successfully implemented at the U.S. National Library of Medicine and a predecessor system, IntelliDoc, was successfully implemented at CISTI (Canada Institute for Scientific and Technical Information). Three central capabilities are described in detail: the use of a scanning workstation to digitize requested documents, the ability to support an array of delivery methods, including electronic delivery, and the ability to retrieve detailed data on requests processed by Relais.     

A new conceptual basis for the development of the information activities of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences

The directions of the development and implementation of the new scientific and information policy of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences are considered. The purpose of this paper is to evaluate the potential of the Institute as a multifunctional information center that widely uses modern information and communications technologies and electronic information resources. Promising approaches are considered to deeper processing of information, multivariate analysis of collected data, and the possibility of establishing the actual types of information products and services that are focused on decision support in scientific, technical, and industrial applications, and, indirectly, in the economy as a whole.     

公益类科技情报研究机构服务创新创业主体的研究

通过对我国公益类科技情报研究机构服务方向及内容的梳理,结合新一轮创新创业的特点和对科技情报服 务的需求,分析公益类科技情报研究机构对创新创业支持的方向,并结合辽宁省科学技术情报研究所面向创新创业主 体的业务活动开展,探讨我国公益类科技情报研究机构在创新体制机制转型发展、科技智库建设、线上线下联动盘活 科技情报信息资源、专业人才队伍建设、知识化应用服务创建品牌产品提供等方向的未来发展路径。     

Sustaining Information Delivery: The Experience of Kwame Nkrumah University of Science and Technology Library,Kumasi, Ghana

The paper reviews the history of information delivery at the Kwame Nkrumah University of Science and Technology from 1993 to the present. Information delivery (which includes document and electronic resource delivery) from CD-ROM and online databases has given Kwame Nkrumah University of Science and Technology's users access to about 15,000 online journals. Sponsorship of information delivery has largely come from donors such as the Danish International Development Agency, the Norwegian Ministry of Aid to Developing Countries, and the International Network for the Availability of Scientific Publication. The bane of information delivery over the years has been the financial implications of sustainability, especially after the pullout of sponsors. This paper analyses the situation and proposes a solution in open access journals, cost-sharing by beneficiaries, ingenuity on the part of librarians, and eventual support by university administrators.     

法国图书及科技信息机构的数字化资源建设与服务——以法国科技信息研究所和法国国家图书馆为例

文章以法国国家科技信息研究所（INIST）和法国国家图书馆（BNF）两家著名科技信息机构和国家图书馆为研究对象,重点研究和介绍其数字图书馆和数据库建设的具体情况及其服务模式,旨在为我国数字图书馆建设及科技信息机构提供借鉴与参考。     

竞争情报在技术转移中的应用——基于湖南省科技信息研究所的实践分析

[目的/意义] 基于湖南省科技信息研究所的实践,对竞争情报在技术转移中的应用进行研究,以期为开展技术转移服务的公益类科技信息机构提供借鉴。[方法/过程] 从技术转移面临的问题入手,分析竞争情报在技术转移中所发挥的作用,然后据此建立竞争情报应用于技术转移的框架模型以及实现路径,最后以湖南省科技信息研究所开展的工作为例说明框架模型的有效性。[结果/结论] 在技术转移的过程中,竞争情报主要起到解决信息不对称、服务机构人才匮乏问题以及提高技术转移服务效率的作用。竞争情报在技术转移中的应用主要包括帮助单体企业开展企业竞争情报研究、组建供需和服务人际网络以及开展产业竞争情报研究3个方面。竞争情报应用于技术转移的实现路径为:帮助企业培养企业竞争情报研究团队,建立人际网络,开展产业竞争情报研究并组织产业对接活动。     

Best practices in electronic government: Comprehensive electronic information dissemination for science and technology

The Department of Energy’s (DOE) Scientific and Technical Information Program (STIP) has successfully reinvented the way in which DOE collects, organizes, archives, disseminates, and uses scientific and technical information in the performance of research and development (R&D). Through a suite of innovative Web-based products conceived and developed by the Department’s Office of Scientific and Technical Information (OSTI), information and resources resulting from the Department’s R&D activities, as well as worldwide information needed by the research community, are readily available to all users in a fully integrated E-Government environment. This suite of products is accessible publicly at <http://www.osti.gov>.     

Serials in Canadian Libraries in 1983

Data on serials resources in Canadian libraries are presented for the period of the three years 1981-1983. The growth of serials collections in 42 university libraries is examined, indicating uneven increases in various regions. Only Ontario university libraries recorded substantial and continued growth. These data are compared with the serial resources of the National Library and the Canada Institute for Scientific and Technical Information, which both provide nation-wide lending services. The state of serials collections in selected college and public libraries is also presented.     

VINITI RAN abstract database: Prospects of information postprocessing using methods of data analysis

The All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences (VINITI RAN) is active in the development of information and analysis technologies at a conceptual and practical level, using both its own and available domestic and foreign information resources. The aim of this paper is to describe (in the light of emerging trends in the institute) promising approaches to more in-depth information processing and analysis of available data, as well as to discuss the possibilities for creating new types of information products and services designed to support management decisions, not only in science and industry, but also, indirectly, in the economy as a whole.     

Searching Information and Evaluation of Internet: A Chinese Academic User Survey

This study examines the use of Internet resources and the evaluation of their usefulness from the perspectives of Chinese students and academics. The questionnaires were distributed at Peking University, ISTIC, and at the Information Institute of Science and Technology of Zhe Jiang Province, where 706 valid samples were collected. The data was analyzed according to: The background of the Internet users; the standard of Internet resources; Internet information-seeking behaviour; users’ evaluations of Internet resources and their perceived expectations about future Internet services. The study found that users with higher educational degrees tend to spend more time on the Internet and find Internet resources more useful than less-educated users. Although Internet search engines are the preferred information retrieval tool, other traditional or informal retrieval methods are also used. Many respondents agree that the Internet is helpful for narrowing the knowledge gap between developed and developing countries. Besides its richness and high speed, accuracy and authority are the most important factors when users judge the quality of the Internet; but, more specialized information filtering and navigation services are required. Further studies should focus on the information-seeking behaviour of different target groups, and with specific comparisons of Chinese academic users from economically developed areas, versus users from China's comparatively undeveloped Northwest provinces.     

对"高校大学生信息素质指标体系"的评价分析

分析了《高校大学生信息素质指标体系》(讨论稿)的特点,从指标体系的结构和内容两方面,将北京地区高校信息素质能力指标体系和中国科学技术信息研究所的中国国民信息素质教育研究项目进行了比较,从而提出高校大学生信息素质指标体系应该包含信息道德这一指标,其制订应该考虑不同层次对象,并要求定性分析与定量分析相结合。以期对信息素质教育的研究起到较强的指导作用,并作为适合我国国情的信息素质评价标准的正式文件早日发布。
