水生态文明城市与海绵城市的初步比较

摘    要:结合文献资料及各地规划建设工作,初步梳理了水生态文明城市和海绵城市的区别与联系。结果表明,水生态文明城市和海绵城市虽然具有一定交叉性,但在技术源流、基本内涵、建设内容及构建途径上均有明显差异:水生态文明城市注重城市人水关系的整体和谐与协调,其服务目标的多元性和建设内容的综合性明显超过海绵城市;而海绵城市则专注于城市雨洪综合管理,其核心是将雨洪管理及低影响开发贯穿于城市规划建设,构建综合性城市雨污水系统;海绵城市是对城市雨洪管理的细化和深化,可视为水生态文明城市的一个重要组成部分;水生态文明城市建设应充分吸收融合海绵城市建设的经验与成果,更加有效地推动我国城市水问题的系统解决。

Abstract:Combining literature data with planning practices in some cities, this paper preliminarily compared the differences and relation between water-ecological civilization city(WECC)and sponge city(SC). Study results indicate that although there are some overlapping natures between them, their technology origins, basic connotation, construction content and methodology are apparently different. WECC Lays emphasis on the overall harmony and coordination between the urban human and water, its diverse service objectives and comprehensiveness of construction content are obviously beyond the scope of SC, which concentrates on urban rainstorm integrated management, the core of which carries out rainsrom mangement and low impact throughout urban planning and development, constructs a comprehensive urban rainwater wastewater system. SC can be viewed as an important part of WECC. However, SC refines and deepens urban rainstorm management. To effectively promote systematically solving urban water problems in China, WECC should adequately absorb experiences and achievements of SC.
