The aim of this study is to identify the parameters defining how Lean Construction (LC) is being implemented (current condition) and how LC can be further promoted (future direction) from a Small-Medium Sized Enterprises (SMEs) perspective. Although SMEs constitute the largest group in construction supply chains, LC, as an emerging phenomenon in civil construction project management, has been rarely investigated from an SMEs perspective. Also, overlooking the more macro factors like project governance and supply chain management, LC deployments have been mainly discussed from a production process perspective to date. After a review of the extant literature and 20 interviews with managers from the highways sector, a list of 31 current condition and 40 future direction statements were produced, classified under the delivery, process, training, project governance and supply chain related headings and used in a questionnaire survey with 110 responses. The current condition highlights problems like a short-term relations structure, competitive tendering mechanisms, fragmentation, problems in engaging with SMEs for LC, unstandardised LC techniques, and issues with convincing SMEs to deploy LC by demonstrating the business case on mutual benefits. Action items relating to the current project delivery structure were given the highest importance by the supply chain, alongside the LC training and project governance issues for the future of LC at highways SMEs. Civil infrastructure facilities play a central role in the economic, social and political health of modern society. Such facilities are susceptible to ageing, which is stochastic in nature and makes their reliabilities time dependent. Life-cycle engineering analysis and risk-informed decision tools have advanced in recent years for managing public investments in performance assurance and risk mitigation of civil infrastructure. However, certain civil infrastructure projects may be designed for service periods that are substantially longer than what has been typically expected of buildings, bridges and similar facilities, extending the potential consequences of life-cycle engineering decisions far beyond the limits for which there is practical experience. Current assessment procedures will require modification to evaluate performance of civil infrastructure facilities over extended time frames and to support sustainable and equitable decisions affecting long-term public safety. This paper considers a number of key issues that must be addressed in life-cycle reliability assessment of civil infrastructure facilities that must remain functional for service periods of several generations, and introduces perspectives on risk that are germane to ensure sustainability and intergenerational equity in risk-informed decision-making. 相似文献

Management of infrastructure projects is becoming increasingly challenging due to inherent uncertainties. The most effeective way to deal with uncertainty is to collect supplementary information and knowledge. When expensive or infeasible, quantification of uncertainty may be performed using analytical or simulation techniques. The City of Edmonton, Canada has approximately 4600 km of sewer pipes in the combined, sanitary, and storm sewer local systems with uncertainty issues related to deterioration. The City has taken a proactive approach with respect to sewer rehabilitation, as it is more cost-effeective to repair a defective pipe prior to failure rather than after a collapse. This article demonstrates an approach for predicting the condition of a sewer pipe and the related cost of rehabilitation, given the limited data. Three models are described in this article that are developed to assist the City of Edmonton to effeectively plan maintenance expenditure. Each model uses a combination of rule-based simulation and probability analysis to assist in the planning of future expenditures for sewer maintenance, thereby producing an invaluable planning tool. 相似文献
