India’s water management debate: is the ‘civil society’ making it everlasting?

Abstract

This article discusses the bias of the growing constituency of civil society activists in India against conventional water management solutions implemented by the government, and the ‘alternatives’ they champion, which force the government to enter into an endless debate with these groups. The article goes into the fundamental reasons for this bias, and identifies four types of civil society activist: ‘professional’, ‘ideologue’, ‘romantic’ and ‘doomsday prophet’. The article also argues that water bureaucracies in India should adopt evidence-based policy making, subjecting the ‘alternatives’ to the same degree of scrutiny as the conventional ones, to end the policy dilemma, while enhancing the overall quality of design, execution and management of projects for better outcomes.     

民用爆炸物品安全管理发展及存在问题的对策

我国民爆物品行政主管部门和涉爆从业单位安全监管存在漏洞引起的安全事故和涉爆违法犯罪时有发生,严重影响了社会治安稳定和公共安全,给人民群众生命财产造成了巨大损失。为此,国家出台了相应的法律法规、标准规范,以规范民爆物品的安全管理。但民用爆炸物品安全管理还是存在诸多问题,要切实解决涉爆违法犯罪行为,必须针对民爆物品安全管理各环节采取切实有效的措施。通过回顾整个民用爆炸物品安全管理发展历程,分析存在的问题,并针对存在的问题提出了对策措施。     

试论民用爆炸物品管理中的行政问责制

为加强民用爆炸物品的安全管理,结合近年来涉及民用爆炸物品的安全事故,引入行政问责制这一行政学概念。阐述了在民用爆炸物品安全监管中实行行政问责制的必要性,分析目前在民用爆炸物品行业中实行行政问责制存在的问责意识不足、执行不到位、相关法规制度不完善等问题,并运用行政管理和法学的部分观点针对存在的问题提出培养问责文化、健全相关法律制度和监管机制、发挥各方面监督力量等建议,以期推动民用爆炸物品管理和行政问责制的完善。     

民爆物品生产新工艺新装备工业化安全验证方法

工业化安全验证制度是一项旨在提高民爆物品生产新工艺新装备工业化生产安全性的新制度。目前,国内已有4项民爆物品生产新工艺新装备通过了工业化安全验证,但存在的主要问题是验证指标由项目专家组确定,未形成统一的验证方法和标准。在回顾工业化安全验证制度建立和实践应用基础上,设计了一种民爆物品生产新工艺新装备工业化安全验证方法,它是一个由4个一级指标、9个二级指标和19个三级指标组成的量化验证指标体系,实例应用效果表现出较高的科学性和适用性。     

Experimental study on fluidization characteristics of different-sized particles in a U-type reduction chamber

A novel fluidized bed reactor, which is an improvement of the loop seal, was applied successfully to iron ore reduction roasting. For this U-type reduction chamber, the fluid dynamic behaviors of different-sized particles were investigated via a cold experimental apparatus using the pressure measurement method in this study. The results showed that the measured U_mf of 71, 101 and 147 μm-sized particles were 0.033, 0.040 and 0.059 m/s, while the U_c were 0.167, 0.190 and 0.223 m/s, respectively, demonstrating that the decrease of particle size caused a rapid transition from both the fixed to bubbling regime, and the bubbling to turbulent flow regime. Under stable operation, the pressure drop, average solids holdup and axial nonuniformity index across the FC increased when particle size increased, along with the solids height and pressure drop gradient in the SC, though the differential pressure fluctuation decreased. These consequences indicated that larger particle size promotes the opportunity for particle mixing and contacting, accordingly increasing the preferential formation of the particle aggregation and deteriorating the reduction performance. These can provide guidelines for the regulation and control of industrial iron ore fluidized bed roasting.
