Uncovering land tenure insecurities: tips for tenure responsive land-use planning in Ethiopia

Land-use planning, although a mechanism for development, can also generate insecurity during its implementation. This article argues that tenure security and land-use planning should not be implemented in isolation from each other. It posits that land-use planning – rather than restricting the security of people's tenure – has the potential to serve as a means of securing tenure. The article explores tenure (in)security elements in land-use planning as a crucial challenge in the urban town of Gelan Sidama Awash, Ethiopia. Using data collected through stakeholders’ interviews, it uncovers their tenure security challenges, and outlines a set of measures for enhancing tenure security through land-use planning.     

PARTICIPATION AND PERFORMANCE: DECENTRALISED PLANNING AND IMPLEMENTATION IN ETHIOPIA

This article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions. Reconstructing and Reforming the Financial System in Conflict and ‘Post-Conflict’ Economies

Reconstructing the financial system in countries affected by violent conflict is crucial to successful and broad-based recovery. Particularly important tasks include: currency reform, rebuilding (or creating) central banks, revitalising the banking sector, and strengthening prudential supervision and regulation. Encouragement of private capital into the banking sector must be balanced by protection of the public interest, a task made more difficult by the nature of war-to-peace transition. Bank crises can destabilise economies in recovery from war, and their fiscal burden takes resources away from development and poverty spending – thereby threatening ‘post-conflict’ reconstruction itself.
