Urbanization, rural-to-urban migration, industrialization and modernization have resulted in the erosion of traditional family, community and kin networks in different regions of the world. Contemporary societies in the East, West, North and South are undergoing a breakdown of social cohesion. Especially in urban environments,care-giving for children, the frail and the elderly is in awkward situation. As a grassroots response to these global issues, Mother Centres have been built up in 16 countries in the world to support families, especially poor families, of many ethnic backgrounds, in providing a wide range of close to home services as well as helping the parents to develop survival skills.

The Spanish housing cooperatives are temporary organizations aiming at building homes for their members with the help of professional agents to ensure a price which covers only the actual costs, without any profit of the private development company and, consequently a lower price than the market price, and affordable for the people. Houses produced in cooperative regime constitute a considerable part of the subsidized housing in Spain, which are graded into three categories according to the ratio of the beneficiary‘s income to the minimum wage. Their percentage in the overall houses built has also been increasing in recent years. The reason of the growth lies not only in its cost efficiency but also in some other advantages including the social cohesion of theusers who have organized the mselves in this regime. The author gives an example of the “L‘illa“ building to demonstrate these advantages.

Insecure tenure and homelessness had reached crisis proportions throughout Canada. Women especially have been affected dramatically but scant attention has been paid to their experience. The article exposes the connections between women‘s housing insecurity and women‘s poverty and provides and overview of some of the ways in which government programmes actually contribute to women‘s insecure tenure and homelessness throug hanalysis of some startling statistics about Canadian women‘s housing situation.

Sustainable urbanization is a dynamic, multi-dimensional process. It embraces relationships between all human settlements, from small towns to metropolises, as well as between urban centres and their surrounding rural areas. Most crucially, it includes not only environmental but also social, economic and political-institutional sustainability. To move towards sustainable urbanization, it will be necessary to learn from recent experience and to develop and operationalise new ideas and approaches to address a wide range of concerns. The World Summit on Sustainable Development provide a timely opportunity to look more closely at the challenges and opportunities posed by urbanization-an opportunity to broaden the ways in which we think about sustainable development and the means by which the global community seeks to achieve it.

1999年1月，摩尔多瓦共和国全国的住房储备约130万套，其中37％位于城市地区。从住房所有权形式来看，全国的住房主要有以下两类：摩尔多瓦共和国的财产，占99．98％，外国公司财产，占0．02％。在上述的99．98％中，有90．87％属于私人财产，9．09％属于公共财产，1．02％属于共有财产。在城市地区，人均占地面积为16．8平方米，在农村地区，人均占地面积为22平方米。

The cholera outbreak in East Africa and Peru made Kenya, Tanzania, Uganda and Peru suffer heavily not only from lost lives, but also from lost exports and a drop in tourism. However, lessons from Peru and East Africa and the years of struggle by the United Nations and its partners, have finally stirred the international community to action. Water and sanitation emerged as a key development issue at the World Summit on Sustainable Development in Johannesburg, South Africa last year. World Habitat Day this year focused on Water and Sanitation for Cities. This could be a defining moment for national planner, policy-makers and city authorities to reflect on the challenge ahead and to dedicate themselves anew to a task that a statement by world leaders in Johannesburg called “humanity‘s best investment to achieve development and sustainability”.     

水资源、供水与卫生：摩洛哥的经验

In Morocco, water supply and sanitation are the concern of communes. Production is generally ensured by the National Office of Potable Water (ONEP). Communes play an active and direct role in the management and setup of distribution utilities or entrust ONEP with the management of the centres. Concerning sanitation, there is an increased awareness at the national level as a result of the growth of agglomerations and the increasing impact of urban waste which has begun to endanger the natural environment and, more particularly, the water resources.The thesis introduces water resources, drinking water and sanitation in Morocco.
