Spatial distribution and trends in mean and absolute maximum and minimum temperatures and in the diurnal temperature range were analysed at 47 stations in the eastern Baltic region (Lithuania, Latvia and Estonia) during 1951–2010. Dependence of the studied variables on geographical factors (latitude, the Baltic Sea, land elevation) is discussed. Statistically significant increasing trends in maximum and minimum temperatures were detected for March, April, July, August and annual values. At the majority of stations, the increase was detected also in February and May in case of maximum temperature and in January and May in case of minimum temperature. Warming was slightly higher in the northern part of the study area, i.e. in Estonia. Trends in the diurnal temperature range differ seasonally. The highest increasing trend revealed in April and, at some stations, also in May, July and August. Negative and mostly insignificant changes have occurred in January, February, March and June. The annual temperature range has not changed.  相似文献

Recent trends in seasonal cycles in China are analyzed, based on a homogenized dataset of daily temperatures at 541 stations during the period 1960–2008. Several indices are defined for describing the key features of a seasonal cycle, including local winter/summer (LW/LS) periods and local spring/autumn phase (LSP/LAP). The Ensemble Empirical Mode Decomposition method is applied to determine the indices for each year. The LW period was found to have shortened by 2–6 d (10 yr)-1, mainly due to an earlier end to winter conditions, with the LW mean temperature having increased by 0.2°C–0.4°C (10 yr)?1, over almost all of China. Records of the most severe climate extremes changed less than more typical winter conditions did. The LS period was found to have lengthened by 2–4 d (10 yr)?1, due to progressively earlier onsets and delayed end dates of the locally defined hot period. The LS mean temperature increased by 0.1°C–0.2°C (10 yr)-1 in most of China, except for a region in southern China centered on the mid-lower reaches of the Yangtze River. In contrast to the winter cases, the warming trend in summer was more prominent in the most extreme records than in those of more typical summer conditions. The LSP was found to have advanced significantly by about 2 d (10 yr)-1 in most of China. Changes in the autumn phase were less prominent. Relatively rapid changes happened in the 1980s for most of the regional mean indices dealing with winter and in the 1990s for those dealing with summer.  相似文献

The threat of climate change is emerging at a time of rapid growth for many economies in sub-Saharan Africa (SSA). Dominant narratives comprising ambitious development plans are common and often based around sectors with strong inter-dependencies that are highly exposed to climate variability. Using document analysis and key informant interviews, this article examines how climate change is addressed in policy, how it is being mainstreamed into water, energy and agriculture sector policies and the extent to which cross-sectoral linkages enable coordinated action. These questions are addressed through a case study of Tanzania, highlighting broader lessons for other developing countries, particularly those in SSA facing similar challenges. The article finds that, while the agriculture and water sectors are increasingly integrating climate change into policies and plans in Tanzania, practical coordination on adaptation remains relatively superficial. Publication of the Tanzania National Adaptation Plan of Action (NAPA) in 2007 marked a step change in the integration of climate change in sectoral policies and plans; however, it may have reinforced a sectoral approach to climate change. Examining the policies for coherence highlights overlaps and complementarities which lend themselves to a coordinated approach. Institutional constraints (particularly structures and resources) restrict opportunities for inter-sectoral action and thus collaboration is confined to ad hoc projects with mixed success to date. The results highlight the need for institutional frameworks that recognize and address these constraints to enable development goals to be pursued in a more sustainable and climate-resilient manner.

KEY POLICY INSIGHTS

  • The NAPA has been successful at encouraging climate change mainstreaming into sectoral policies in Tanzania; however, the cross-sectoral collaboration crucial to implementing adaptation strategies remains limited due to institutional challenges such as power imbalances, budget constraints and an ingrained sectoral approach.

  • Collaboration between nexus sectors in Tanzania is largely through ad hoc projects with limited progress on establishing deeper connections to enable collaboration as a process. Regular cross-sectoral planning meetings and consistent annual budgets could provide a platform to enhance cross-sectoral coordination.

  • Plans to develop hydropower and agriculture are prevalent across sub-Saharan Africa. Insights from Tanzania highlight the importance of institutional and policy frameworks that enable cross-sectoral coordination.

In this paper, the thermal comfort and its changes in the Qinghai–Tibet Plateau over the last 50 years have been evaluated by using the physiological equivalent temperature (PET), and a more complete tourism climate picture is presented by the Climate–Tourism–Information Scheme (CTIS). The results show that PET classes in the Qinghai–Tibet Plateau cover six out of the nine-point thermal sensation scale — very cold, cold, cool, slightly cool, neutral and slightly warm — and cold stress is prevailing throughout the year. A small number of slightly cool/warm and neutral days occur in summer months. There occur no warm, hot and very hot days. The frequency of PET classes varies among regions, depending on their altitude/latitude conditions. Xining, Lhasa and Yushu are the top three cities in terms of thermal favorability. With global warming, annual cumulative number of thermally favorable days has been increasing, and that of cold stress has been reducing. The change is more obvious in lower elevation than that in higher elevation regions. The improving thermal comfort in the Qinghai–Tibet Plateau might be a glad tiding for local communities and tourists. Besides PET, CTIS can provide a number of additional bioclimatic information related to tourism and recreational activities. CTIS for Lhasa and Xining shows that sunshine is plentiful all the year round, and windy days occur frequently from late January to early May. This is a useful bioclimatic information for tourism authorities, travel agencies, resorts and tourists.  相似文献

The reanalysis ofthree-dimensional fields of water temperature and velocity ofcurrents in the Black Sea in January–March in 1971–1991 is used for studying the spatial distribution of sea surface temperature, heat content of the upper layer, and heat fluxes on the sea surface near the Caucasian coast and the southern coast of Crimea. It is demonstrated that a warm current in the upper layer of the sea and the high values of the heat flux from the sea to the atmosphere are observed in these areas in winter. The possible effect of the above features on the interannual variability of winter air temperature in Sochi and Yalta is assessed.  相似文献

Atmospheric circulation patterns in southern Chile (42° 30′ S) were studied in order to determine and analyse the most characteristic synoptic types and their recent trends, as well as to gain an understanding of how they are associated with low-frequency variability patterns. According to the Jenkinson and Collison (J&C) classification method, a 16-point grid of sea-level pressure data was employed. The findings reveal that some synoptic types show statistically significant trends with a 95% confidence level, positively for anticyclonic westerly hybrids (AW) and advective types for third and fourth quadrant wind flows (W, NW, and N) and negatively for SW and cyclonic hybrids (CS and CSW). A model has been constructed of the linear regression of some weather types with teleconnections that most affect Chile: the undetermined types (U), AW were associated with El Niño or the warm phase of the Pacific Decadal Oscillation (PDO), whereas the cyclonic northerly and cyclonic northeasterly types (CN and CNE) were associated with La Niña or cool phase of the PDO. The weather types associated with Antarctic Oscillation (AAO) in its positive phase are anticyclonic northerly and northeasterly and northerly advection types, while in its negative phase are cyclonic southwesterly and advection types.  相似文献

Daily and monthly total precipitation of 155 synoptic stations with relatively regular distribution over Iran, covering the 1990–2014 period, were used to investigate the spatial pattern of precipitation seasonality and regimes over Iran, using a set of precipitation seasonality indices. The results suggest a strong agreement between the indices computed at monthly time scale. The result also shows a latitudinal decreasing gradient from the lower index values in the north to the highest values in the south of Iran, suggesting a strong negative relationship between the latitude and the indices. A weak but statistically significant association was also found between the indices and the longitude, showing a gradual west-east contrast between the mountainous western Iran and the central-eastern lowlands and deserts of the country. The spatial patterns of the indices well agree in revealing different precipitation regimes in Iran, in spite of the observed discrepancies in their areal extent of the regions identified. All the indices characterized northern Iran by a precipitation regime having a moderate seasonality, while the mountainous areas of the western and northern Iran are featured by a marked precipitation regime possessing a longer dry season. However, the most seasonal precipitation regime with the longest dry period describes the southern country and some spot areas of the central-eastern Iran. The spatial distribution of the seasonal precipitation regimes and the month and season of maximum precipitation amounts across Iran was also identified, suggesting that from the 24 possible precipitation regimes over the globe, eight were found in Iran, from which a precipitation regime with the highest precipitation amount in winter, followed by autumn, spring, and summer characterized most parts of the country. January and JFM were also found as the month and season of maximum precipitation in a majority of stations distributed over Iran, respectively. The precipitation concentration index (DPCI) computed using daily precipitation data ranges between 0.56 and 0.76 across the country; nonetheless, the values between 0.64 and 0.70 characterized a majority of stations distributed over most parts of Iran. Contrarily to the indices computed at monthly time scale, the DPCI does not show a clear latitudinal pattern over the country. The Mann–Kendal trend test and the Sen slope estimator were applied to the computed indices relative to 16 stations with the longest and complete precipitation records during 1951–2014 time period. The indices time series showed no significant trend in the majority of the stations, indicating that the precipitation regimes of the studied stations did not change over 1951–2014 period.  相似文献

In contrast to previous studies that have tended to focus on the influence of the total Arctic sea-ice cover on the East Asian summer tripole rainfall pattern, the present study identifies the Barents Sea as the key region where the June sea-ice variability exerts the most significant impacts on the East Asian August tripole rainfall pattern, and explores the teleconnection mechanisms involved. The results reveal that a reduction in June sea ice excites anomalous upward air motion due to strong near-surface thermal forcing, which further triggers a meridional overturning wave-like pattern extending to midlatitudes.Anomalous downward motion therefore forms over the Caspian Sea, which in turn induces zonally oriented overturning circulation along the subtropical jet stream, exhibiting the east–west Rossby wave train known as the Silk Road pattern. It is suggested that the Bonin high, a subtropical anticyclone predominant near South Korea, shows a significant anomaly due to the eastward extension of the Silk Road pattern to East Asia. As a possible descending branch of the Hadley cell, the Bonin high anomaly ultimately triggers a meridional overturning, establishing the Pacific–Japan pattern. This in turn induces an anomalous anticyclone and cyclone pair over East Asia, and a tripole vertical convection anomaly meridionally oriented over East Asia. Consequently, a tripole rainfall anomaly pattern is observed over East Asia. Results from numerical experiments using version 5 of the Community Atmosphere Model support the interpretation of this chain of events.  相似文献

From joint wavelet analysis of long-wavelength baroclinic Rossby waves and SST anomalies in the 5–10?yr band in the North and tropical Atlantic, and Reduced Rainfall Height (RRH) in Western Europe and Eastern North America, some key mechanisms involved in the interannual rainfall variability are highlighted. Systematic work has been undertaken to highlight the resonance of long planetary waves in the tropical oceans. Quasi-stationary Waves (QSWs) are produced resulting from the combination of gravitational forces and trade wind stress or ENSO events to compensate for energy lost in the resonator and, above all, to produce a strong modulated output current at the open end, contributing to the western boundary currents. Gravitational forces are resulting from the topography of the surface of the ocean at the antinodes, the dimension of the basin and the wavelength of planetary waves involved in the resonance being of the same order of magnitude. Remote resonances occur at critical latitudes, nearly 40°N and 40°S, forming QSWs the role of which is crucial in the functioning of sub-tropical gyres. In the North Atlantic subtropical gyre, an 8-yr period QSW appears to have a decisive role in the interannual rainfall variability. The pattern of SST anomalies depends on buoyancy of the advected layer associated with this QSW, which is controlled by the amplitude and the phase of long-period sub-harmonics. Rainfall oscillation in Western Europe has occurred for some decades and extended as the dipole formed by SST anomalies on both antinodes became unbalanced, due to the emergence of the advected layer further north. Since then cyclonic or anticyclonic conditions are prevailing at midlatitudes, depending on the polarity. Strengthening of RRH anomalies in Eastern North America is attributed to the buoyancy of the advected layer that re-circulates along the sub-tropical gyre, which evidences the excitation of long-period sub-harmonics, too. Frequency of exceptional events increased in areas heavily exposed to RRH anomalies, subject to oceanic influences even during extreme events, as this occurs in the north of France. Changes in rainfall patterns is attributed to global warming, i.e. the resonance of long-period sub-harmonics associated with solar magnetic cycles whose amplitude has increased drastically at the end of the second millennium, not including the possible contribution of greenhouse gas emissions whose impact on climate is non-resonant.  相似文献

The floods caused by the extreme precipitation in the Yangtze River basin(YRB) and Murray–Darling River basin(MDRB), the largest basins in China and Australia, have significant impacts on the society and regional economies.Based on the spatial–temporal analysis of the daily precipitation extremes(DPEs) during 1982–2016, we found that for both basins, the whole-basin-type DPEs have the highest proportion and a synchronous DPE interannual variation characteristic exists in the two basins, with the 3-yr running correlation coefficient of the annual DPE days(DPEDs) reaching almost 0.7(significant at the 0.01 level). The El Ni?o–Southern Oscillation(ENSO), which is one of the most significant climate disturbance factors in the world, plays an important role in modulating the variability of the DPEs in the two basins. Singular value decomposition(SVD) analysis revealed that both the YRB and the MDRB's whole-basin-type DPEs are closely coupled with the procedure that the preceding winter eastern Pacific(EP)-type El Ni?o faded to a central Pacific(CP)-type La Ni?a. This means that the DPEs in the YRB and MDRB may synchronously occur more frequently when the above process occurs. Owing to the atmosphere–ocean interaction from the east–west dipole sea surface temperature(SST) anomaly pattern, the atmospheric circulation disturbance exhibits a pattern in which the equatorial eastern Pacific region is a mass source anomaly with a higher pressure,drier air, and weaker convection, while the equatorial western Pacific region is a mass sink anomaly with a lower pressure, wetter air, and stronger convection. Moreover, two wave trains that originated from the tropical western Pacific were found to extend to the YRB and MDRB. The interaction between the wave train's interphase dynamics and water vapor transport disturbance results in the ascent conditions and enhanced water vapor transport, which leads to the synchronous occurrence of DPEs in the YRB and MDRB on an interannual scale.  相似文献

The IPCC and other global environmental assessment processes stress the need for national scientific participation to ensure decision makers’ trust in the associated scientific conclusions and political agendas. The underpinning assumption is that the relationship between scientists and decision makers at the national level is characterized by trust and interpretive synergy. Drawing on ethnographic research in Brazil, this article challenges that assumption through a case study of the policy uptake of divergent scientific interpretations as to whether or not the Amazon is a net carbon sink. It shows that the carbon sink issue became a site for struggles between important Brazilian scientists and decision-makers with central authority over the definition of the country’s official position in international climate negotiations. In a geopolitically charged scientific controversy involving scientific evidence bearing on the Kyoto Protocol, Brazilian decision makers studied revealed critical distance from national scientists advancing evidence that the Amazon is a net carbon sink. As such, the decision-makers’ interpretations were at odds also with dominant framings in the Brazilian media and closer to those of American scientists involved in carbon cycle research in the Amazon. Seeking to explain this disconnect, the paper discusses the divergent policy preferences of key scientists and decision-makers involved, and the correlations of these preferences with interpretations of the available scientific evidence. It identifies the continued impact of a national political tradition of limited participation in decision making and suggests that this tradition—while increasingly challenged by countervailing democratizing trends—is reinforced by key Brazilian decision makers’ constructions of science as a medium through which rich countries maintain political advantage. Reflecting this, key Brazilian decision-makers justified rejecting national scientists’ interpretations of the Amazon as a significant overall carbon sink by suggesting that the scientists’ scientific training and associated foreign interactions bias them in favor of foreign interests, compromising their ability to accurately identify national interests. The paper situates its analysis in terms of theories of the science–policy interface and argues for greater attention to the role of culturally and politically laden understandings of science and the role of science in policy and geopolitics.  相似文献

China has been experiencing widespread air pollution due to rapid industrialization and urbanization in recent decades.The two major concerns of ambient air quality in China are particulate matter(PM) and tropospheric ozone(O_3). With the implementation of air pollution prevention and control actions in the last five years, the PM pollution in China has been substantially reduced. In contrast, under the conditions of the urban air pollution complex, the elevated O_3 levels in city clusters of eastern China, especially in warm seasons, have drawn increasing attention. Emissions of air pollutants and their precursors not only contribute to regional air quality, but also alter climate. Climate change in turn can change chemical processes, long-range transport, and local meteorology that influence air pollution. Compared to PM, less is known about O_3 pollution and its climate effects over China. Here, we present a review of the main findings from the literature over the period 2011–18 with regard to the characteristics of O_3 concentrations in China and the mechanisms that drive its interannual to decadal variations, aiming to identify robust conclusions that may guide decision-making for emissions control and to highlight critical knowledge gaps. We also review regional and global modeling studies that have investigated the impacts of tropospheric O_3 on climate, as well as the projections of future tropospheric O_3 owing to climate and/or emission changes.  相似文献

A considerable body of academic literature has emerged that addresses methods for consumption-based accounting of greenhouse gas (GHG) emissions as opposed to the territorial approach used under the United Nations Framework Convention on Climate Change (UNFCCC). The consumption-based approach attributes emissions to consumers of final goods and services by accounting for the GHG emissions ‘embedded’ in raw materials and intermediate goods and services. Many authors have advocated the wider adoption of a consumption-based approach. This article does not take one side or another in the consumption-based versus territorial debate. Instead, it explores the extent to which consumption-based thinking has already found practical application by companies and public authorities and assesses the potential for further adoption. The methodologies underlying consumption-based approaches are critically reviewed to note criteria such as accuracy and the timeliness of data generation, which suggest the potential for practical application. A typology of applications is then developed and each category of application is systematically explored citing real-world examples where possible. The article concludes with a discussion of the potential for the wider application of consumption-based approaches and identifies further research needs.Policy relevanceConsumption-based approaches to accounting for GHG emissions are gradually being adopted in the policy domain, albeit in a haphazard way. This article (1) identifies the strengths and weaknesses associated with top-down input–output approaches and bottom-up life cycle assessment approaches to consumption-based accounting in terms of criteria such as accuracy and timeliness of data generation; (2) provides a comprehensive review of actual and proposed applications to date; (3) constructs a taxonomy of applications drawing on the analysis of strengths and weaknesses; and (4) considers the prospects for further application. The article will help policy makers and policy analysts to assess the feasibility and desirability of future applications of consumption-based approaches and address implementation barriers.  相似文献

Quantifying the energy balance above plant canopies is critical for better understanding of water balance and changes in regional weather patterns. This study examined temporal variations of energy balance terms for contrasting canopies [corn (Zea mays L.) and soybean (Glycine max L. Merr.)]. We monitored energy balance for 4 years using eddy-covariance systems, net radiometers, and soil heat flux plates in adjacent production fields near Ames, Iowa. On an annual basis, soybean exhibited 20% and 30% lower sensible heat flux (H) and Bowen ratio than corn, respectively. As canopies developed, a gradual shift in turbulent fluxes occurred with decreasing H and increasing latent heat flux (LE), but with a more pronounced effect for corn. Conversely, during mid-growing season and as both canopies progressively senesced, H in general increased and LE decreased; however, soybean exhibited slightly greater LE and much lower H than corn. These temporal variations in magnitude and partitioning of turbulent fluxes translated into a pronounced energy imbalance for soybean (0.80) and an enhanced closure for corn (0.98) in August and September. These discrepancies could be directly associated with differences in momentum transport as shown by friction velocities of 0.34 and 0.28 m s?1 for corn and soybean, respectively. These results support influential roles of plant canopy on intensity and mode of surface energy exchange processes.  相似文献

The article presents an analysis of heavy short-term precipitation for the warm part of the year in the Czech Republic (CR). Precipitation data are prepared for the years 2002–2007 with a horizontal resolution of 1 km and a temporal resolution of 1 h. A method merging radar and daily rain gauge measurements is applied to calculate basic hourly precipitation. Two types of 1-, 2-, 3-, and 6-h precipitation data, derived from the basic hourly precipitation, are investigated from the viewpoint of precipitation–altitude relationships and areal distributions of heavy precipitation. The first type of data consists of sums of hourly precipitation, where the summation is performed for all data regardless of whether the summed hourly precipitation is a part of a longer precipitation event or if some hours are without precipitation. The second type of data contains temporally bounded precipitation events. This type predominantly includes convective precipitation. The results show that for both types of data, 1-h precipitation with high rain rates is without apparent dependence on altitude. For the first type of data and for precipitation durations of 2 and 3 h, the impact of altitude on precipitation maps can be identified for low and high rain rates. The impact of mountains is evident for the 6-h precipitation because it includes large scale precipitation events. However, the second type of data does not depend on altitude for heavy precipitation. Heavy precipitation of the second type shows, especially for 6-h, an increased frequency of occurrence in the south to central CR.  相似文献

In this study, regional persistent haze events(RPHEs) in the Beijing–Tianjin–Hebei(BTH) region were identified based on the Objective Identification Technique for Regional Extreme Events for the period 1980–2013. The formation mechanisms of the severe RPHEs were investigated with focus on the atmospheric circulation and dynamic mechanisms. Results indicated that:(1) 49 RPHEs occurred during the past 34 years.(2) The severe RPHEs could be categorized into two types according to the large-scale circulation, i.e. the zonal westerly airflow(ZWA) type and the high-pressure ridge(HPR) type. When the ZWA-type RPHEs occurred, the BTH region was controlled by near zonal westerly airflow in the mid–upper troposphere.Southwesterly winds prevailed in the lower troposphere, and near-surface wind speeds were only 1–2 ms~(-1). Warm and humid air originating from the northwestern Pacific was transported into the region, where the relative humidity was 70% to 80%, creating favorable moisture conditions. When the HPR-type RPHEs appeared, northwesterly airflow in the mid–upper troposphere controlled the region. Westerly winds prevailed in the lower troposphere and the moisture conditions were relatively weak.(3) Descending motion in the mid-lower troposphere caused by the above two circulation types provided a crucial dynamic mechanism for the formation of the two types of RPHEs. The descending motion contributed to a reduction in the height of the planetary boundary layer(PBL), which generated an inversion in the lower troposphere. This inversion trapped the abundant pollution and moisture in the lower PBL, leading to high concentrations of pollutants.  相似文献

A three-step sequential extraction procedure with Milli-Q, CaCl2 and H3PO4 was applied for extraction of arsenic species in lichen transplants and airborne particulate matter (fine and coarse fractions). The samples used in this work were collected in 1994–1995 near coal-fired power plants. Both transplant lichens and airborne particulate matter were submitted to the same environment simultaneously. Arsenic species identification and quantification was performed by HPLC–UV–HG–AFS. Inorganic forms of arsenic (arsenite and arsenate) were present in significant amounts in most of the samples. Only in lichens also organic forms of arsenic (monomethyl arsonic acid and dimethyl arsinic acid) were identified which may indicate biotransformation of inorganic arsenic.  相似文献
