政府间气候变化专门委员会(IPCC)第四次评估报告综合报告于2007年11月17日在西班牙正式发布。综合报告将温室气体排放、大气温室气体浓度与地球表面温度直接联系起来,综合评估了气候变化科学、气候变化的影响和应对措施的最新研究进展。综合报告指出:控制温室气体排放量的行动刻不容缓;能否减小全球变暖所带来的负面影响,将在很大程度上取决于人类在今后二三十年中在削减温室气体排放方面所作的努力和投资。这对国际社会和各国政府制定经济社会发展政策,适应和减缓气候变化有一定的指导和促进作用。  相似文献

IPCC特别报告SRCCL关于气候变化与粮食安全的新认知与启示   总被引:3,自引:0,他引:3  
气候变化对粮食安全的影响是广泛的,不但影响粮食产量和品质,还会影响到农户的生计以及农业相关的产业发展等;而粮食系统在保障粮食安全的同时,又会产生一系列的环境问题,其中农业源温室气体(GHG)的排放加剧全球变暖。IPCC在2019年8月份发布的《气候变化与土地特别报告》(SRCCL),从粮食生产、加工、储存、运输及消费的各个环节评估气候变化对粮食安全的影响及粮食系统的温室气体排放对气候系统的影响;系统梳理粮食系统供给侧和需求侧的适应与减缓措施、适应与减缓的协同和权衡问题,以及气候变化条件下保障粮食安全的政策环境等。SRCCL评估结论认为,由于大量施用氮肥和消耗水资源,目前粮食系统GHG排放占全球总排放的21%~37%;农业和粮食系统是全球应对气候变化的重要方面,供给侧和需求侧的综合措施可以减少食物浪费、减少GHG排放、增加粮食系统的恢复力。未来工作的重点应丰富和扩展气候变化影响评估内容,量化适应效果,加深对适应、减缓及其协同和权衡的科学认知,大力加强应对气候变化能力建设。  相似文献

相对于工业化革命前期,全球年平均地表气温上升2℃的时间和相应的气候变化受到了广泛关注,特别是包括欧盟成员国在内的许多国家和国际组织已经将避免2℃全球变暖作为温室气体减排的首要目标.为此,本文作者基于16个气候模式在20世纪气候模拟试验和SRES B1、A1B和A2温室气体和气溶胶排放情景下的数值模拟试验结果,采用多模式集合方法预估研究了2℃全球变暖发生的时间、对应的大气中主要温室气体浓度以及中国气候变化情况.根据模式集合平均结果,三种排放情景下2℃全球变暖分别发生在2064年、2046年和2049年,大气二氧化碳当量浓度分别为625 ppm、645 ppm和669 ppm(1 ppm=10-6).对应着2℃全球变暖,中国气候变暖幅度明显更大.从空间分布形势上看,变暖从南向北加强,在青藏高原地区存在一个升温大值区;就整体而言,中国区域平均的年平均地表气温上升2.7~2.9℃,冬季升温幅度(3.1~3.2℃)要较其他季节更大.年平均降水量在华南大部分地区减少0~5%,而在其余地区增加0~20%,中国区域年平均降水增加3.4%~4.4%,各季节增加量在0.5%~6.6%之间.  相似文献

It has been shown previously that the awareness and concern of the general public about global warming is not only a function of scientific information. Both psychological and sociological factors affect the willingness of laypeople to acknowledge the reality of global warming, and to support climate policies of their home countries. In this paper, I analyse a cross-national dataset of public concern about global warming, utilising data from 46 countries. Based on earlier results at the national and regional level, I expect concern to be negatively correlated to national measures of wealth and carbon dioxide emissions. I find that gross domestic product is indeed negatively correlated to the proportion of a population that regards global warming as a serious problem. There is also a marginally significant tendency that nations’ per capita carbon dioxide emissions are negatively correlated to public concern. These findings suggest that the willingness of a nation to contribute to reductions in greenhouse gas emissions decreases with its share of these emissions. This is in accordance with psychological findings, but poses a problem for political decision-makers. When communicating with the public, scientists ought to be aware of their responsibility to use a language that is understood by laypeople.  相似文献

Given the well-documented campaign in the USA to deny the reality and seriousness of anthropogenic climate change (a major goal of which is to “manufacture uncertainty” in the minds of policy-makers and the general public), we examine the influence that perception of the scientific agreement on global warming has on the public’s beliefs about global warming and support for government action to reduce emissions. A recent study by Ding et al. (Nat Clim Chang 1:462–466, 2011) using nationally representative survey data from 2010 finds that misperception of scientific agreement among climate scientists is associated with lower levels of support for climate policy and beliefs that action should be taken to deal with global warming. Our study replicates and extends Ding et al. (Nat Clim Chang 1:462–466, 2011) using nationally representative survey data from March 2012. We generally confirm their findings, suggesting that the crucial role of perceived scientific agreement on views of global warming and support for climate policy is robust. Further, we show that political orientation has a significant influence on perceived scientific agreement, global warming beliefs, and support for government action to reduce emissions. Our results suggest the importance of improving public perception of the scientific agreement on global warming, but in ways that do not trigger or aggravate ideological or partisan divisions.  相似文献

Does ??climate change?? seem like a less serious problem than ??global warming?? to Americans and Europeans? Does describing the costs of climate change mitigation in terms of ??higher taxes?? instead of ??higher prices?? reduce public support for such efforts? In an experiment embedded in an American national survey, respondents were randomly assigned to rate the seriousness of ??global warming,?? ??climate change,?? or ??global climate change.?? Contrary to predictions made by a leading political strategist, the full sample and political Independents perceived ??climate change?? and ??global warming?? to be equally serious. Among Republicans, ??climate change?? was perceived to be more serious than ??global warming,?? whereas the reverse was true among Democrats. A similar experiment embedded in a survey of residents of 31 European countries showed that ??global warming?? and ??climate change?? were perceived to be equally serious problems. And an experiment embedded in an American survey showed that describing the increased costs of climate change mitigation legislation via ??higher taxes?? instead of via ??higher prices?? did not reduce popular support for such legislation, also contradicting a political strategy memo. Thus, word choice may sometimes affect public perceptions of the climate change seriousness or support for mitigation policies, but a single choice of terminology may not influence all people the same way, making strategic language choices difficult to implement.  相似文献

Public support for carbon emissions mitigation is crucial to motivate action to address global issues like climate change and ocean acidification (OA). Yet in the public sphere, carbon emissions mitigation policies are typically discussed in the context of climate change and rarely in the context of OA or other global change outcomes. In this paper, we advance research on OA and climate change perceptions and communication, by (i) examining causal beliefs about ocean acidification, and (ii) measuring support for mitigation policies from individuals presented with one of five different policy frames (climate change, global warming, carbon pollution, air pollution, and ocean acidification). Knowledge about OA causes and consequences is more widespread than we anticipated, though still generally low. Somewhat surprisingly, an “air pollution” mitigation frame elicits the highest degree of policy support overall, while “carbon pollution” performs no better than “climate change” or “global warming.” Framing effects are in part contingent on prior knowledge and attitudes, and mediated by concern. Perhaps due to a lack of OA awareness, the OA frame generates the least support overall, although it seems to close the gap in support associated with political orientation: the OA frame increases support among those (few) conservatives who report having heard of OA before the survey. These findings complement previous work on climate change communication and suggest the need for further research into OA as an effective way to engage conservatives in carbon emissions mitigation policy. American evangelicals have long played a significant role in American culture and politics. Drawing from a nationally representative survey, this article describes American evangelicals’ global warming risk assessments and policy preferences and tests several theory-based factors hypothesized to influence their views. American evangelicals are less likely than non-evangelicals to believe that global warming is happening, caused mostly by human activities, and causing serious harm, yet a majority of evangelicals are concerned about climate change and support a range of climate change and energy related policies. Multiple regression analyses found that the combination of biospheric, altruistic, and egoistic value orientations is a more significant predictor of evangelicals’ risk assessments and policy support than negative affect, egalitarian or individualistic worldviews, or socio-demographic variables.  相似文献

Much attention has been paid to the ways that people’s home energy use, travel, food choices and other routine activities affect their emissions of carbon dioxide and, ultimately, their contributions to global warming. However, the reproductive choices of an individual are rarely incorporated into calculations of his personal impact on the environment. Here we estimate the extra emissions of fossil carbon dioxide that an average individual causes when he or she chooses to have children. The summed emissions of a person’s descendants, weighted by their relatedness to him, may far exceed the lifetime emissions produced by the original parent. Under current conditions in the United States, for example, each child adds about 9441 metric tons of carbon dioxide to the carbon legacy of an average female, which is 5.7 times her lifetime emissions. A person’s reproductive choices must be considered along with his day-to-day activities when assessing his ultimate impact on the global environment.  相似文献

在国家重点研发计划支持下,项目提出了陆表不均一性检测和订正的新方法,解决了渐变型不均一性检测和订正的难题,构建了中国地表太阳辐射、气温、地温、风速和降水等参数均一化站点和格点数据集,修订了关于中国地表风速变化趋势、增温格局及其形成机制的结论。融合多源数据,构建并验证了千米级、流域级或县域级的电厂、人口、生物质能、取水量、氮排放、二氧化碳排放等影响自然系统的关键人文要素历史和未来预估数据集。构建了未来关键人文要素情景,研制了碳中和目标下甲烷和氧化亚氮排放情景和用于驱动全球模式的未来情景,预估了中国碳中和战略的实施对全球变暖的减缓作用,发现中国碳中和对远期和中期全球变暖的减缓作用显著。给出了中国各省份水体氮排放安全阈值及超越时间,阐明了中国粮食产量与氮施肥的关系,提出了在保障粮食安全的前提下减少水体氮排放的有效途径,指出重构城乡养分循环体系是同时保障粮食安全和恢复水质的必要途径。发现全球饱和水汽压差的年际变化与大气二氧化碳浓度上升速率的年际变化显著相关,阐明了饱和水汽压差变化在调控生态系统生产力中的重要角色以及多因素耦合作用在生态系统生产力变化中的复杂影响。建议更全面细致地评估中国各种碳中...  相似文献

In order to alleviate the threat of global climate change, coordinated international action is needed. This cooperation should include multilateral agreements and new economic initiatives to help implement measures that will slow the accumulation of carbon dioxide in the Earth's atmosphere due to tropical deforestation and fossil-fuel use. An international market in environmental services can help to safeguard the Earth's climate and foster economic development through a North-South transfer of financial resources.We suggest international carbon-emission offsets (ICEOs) as a means by which international markets, under a policy umbrella such as a multilateral climate-protection treaty, could trade carbon-saving services. Such a market would provide a currency for rewarding actions that reduce global carbon emissions, allowing carbon emitters to seek the least expensive ways to reduce emissions. This currency would transfer cash and/or debt relief from industrialized nations to developing nations, allowing the developing nations to profit from the use of clean energy technologies and the protection, rather than depletion, of tropical forests.  相似文献

Scientists are now being asked to recommend measures to reduce the risks of climatic change due to anthropogenic greenhouse gases. Considerably less effort, however, has been allotted to understanding the efficacy of controlling these gases than to their effects. This paper briefly describes and applies an energy-economic model to assess the effectiveness of carbon dioxide control policies that theoretically could be enacted in China, a large, developing nation with an energy inefficient and carbon-intensive economy. The paper also assesses the effectiveness of similar international efforts, as well as the effect of each initiative on Chinese income levels. Carbon dioxide control measures are contained in scenarios drawn to the year 2075 and include family planning, fossil fuel taxes, mandatory or technical energy efficiency improvements, and a combination of these.The results suggest, not surprisingly, that no nation alone, not even China, can decisively affect the global CO2 problem. More importantly, however, the potential for energy efficiency improvements in China is found to be both very large and economically attractive. Scenario analysis suggests that energy efficiency measures could both reduce carbon emissions significantly and increase Chinese per capita incomes. Similar conclusions are drawn regarding worldwide energy-efficiency measures. Thus, appropriate public policy measures to capture the existing energy-efficiency potential might both reduce the risk of climatic change and improve economic standards of living.  相似文献

开展交通领域大气污染物与温室气体协同减排研究对于实现能源、环境和气候变化综合管理具有重要意义。文中以我国交通部门污染物与温室气体协同治理为切入点,开展道路、铁路、水运、航空和管道运输等各子部门未来需求预测,并运用长期能源可替代规划系统模型(LEAP),通过构建基准情景、污染减排情景、绿色低碳情景和强化低碳情景,模拟分析我国交通领域能源需求、污染物及碳排放趋势。结果表明,强化低碳情景下,我国交通部门能源消费将在2037年达峰,CO2排放将在2035年达峰;绿色低碳情景下,CO2排放将在2040年达峰;淘汰老旧汽车、“公转铁”“公转水”等政策性措施将有效减少NOx、PM2.5等污染物排放,发展氢燃料、生物航油等技术性措施将进一步减少污染物排放;要实现交通领域绿色低碳发展,需分别对客运、货运交通从节能降碳与协同减排两方面实施相关措施,综合施策是完成能源消费与碳排放达峰目标的重要保证。  相似文献
