在国内燃气市场竞争加剧和能源紧张的形势下,燃气需求侧管理已经成为燃气企业优化负荷结构、提高管网综合效率和争取企业最大盈利空间的主要手段之一,也是燃气企业可持续发展的重要动力和源泉.燃气行业需求侧管理与电力基本相同,但存在着差异.电力行业具有"产、供、销"瞬间平衡的特征,而燃气不仅可以储存,而且储存还是调峰的主要手段.本文通过介绍法国燃气行业需求侧管理,对国内燃气企业需求侧管理进行分析,提出了燃气需求侧管理主要用于确定发展用户的原则,调节市场供需,关注冬夏季峰谷差.通过采取技术、管理和经济措施引导用户降低冬季高峰,填充夏季低谷,提高管网的综合效率的思路.     

燃气管网完整性管理与长输管道的主要差异

城市燃气管网完整性管理方法与体系是在长期的工作实践中总结出来的,以实现燃气本质安全为目的,最有效的城市燃气企业安全管理体系。管道完整性管理源于长输油气管道,由燃气企业在应用过程中经过总结提炼,不断提升,逐渐形成一套具有燃气特色的完整性管理体系。为使管道完整性管理在城市管道中得到有效应用,充分发挥其体系作用,本文以北京市燃气管网为例,多角度、多方面分析了城市燃气管网完整性管理工作中的特点,阐述了城市燃气管网的完整性管理与长输管道的差异,提出了城市燃气管网完整性管理工作中亟待解决的问题和研究方向。

公路建设是我国国民经济发展的重要部分,公路资产管理问题研究对于完善我国公路资产管理理论体系具有重要的促进作用,同时为公路管理部门全面管理公路资产提供理论支持。从美国公路资产管理研究机构、研究内容和具体管理体系入手,简要介绍了其中的成功经验,针对我国国情,对公路资产管理发展提出了几点建议。     

排水管网资产管理技术和工具研究进展

城市排水管网系统是城市基础设施的重要组成部分,不仅承担着收集污水、废水、雨水和防洪排涝的责任,而且影响着城市景观、环境卫生及水环境安全。目前由于缺少有效的资产管理,排水管网不断恶化,因此从提高全生命周期价值的角度,进行资产评估和信息化管理以便更经济高效地运营维护和改造升级管网系统变得愈发重要。对国内外排水管网资产管理相关的方法和工具研究进展进行了总结,并对国内开展排水管网资产管理工作提出了展望。     

Rural water asset management practices in Ghana: the gaps and needs

This study evaluates primary and secondary data from two districts to assess the status of asset management practices, and to examine requirements for improved asset management. Asset inventory data shows that asset management practices in the districts are currently poor, leading to high rates of nonfunctionality and low service levels. The existing ‘fix on failure’ approach to water systems’ repair has become a common practice. However, many repairs which relied on ‘fix on failure’ were found to have delayed, often due to the length of time it takes to mobilise financial resources from ‘post‐paid’ water users. This paper contends that without an improved asset maintenance, system it is likely that rural water systems in Ghana will continue to provide unsustainable services. The Findings demonstrate that improving the current asset management practices is dependent on human and financial resources, access to timely water service monitoring data at district levels, and planning and budgeting regime to reflect life cycle costs of water systems.     

Asset Management Planning: Theory and Practice

In 1988, water undertakers in England and Wales were charged with producing asset management plans as a prelude to privatization. These plans had to provide an auditable statement with respect to the condition and performance of underground assets, with a view to defining and setting priorities for investment requirements.
Some water authorities were ill-prepared for producing the required formalized plans, resulting in variable confidence limits being placed on the identified investment requirements. A need existed to refine most plans, which was reinforced by a statutory requirement to update the asset management plans.
This paper deals particularly with water distribution systems and provides an insight into the production of asset management plans. A brief review of the current approach used by a certain major water plc, to update and refine their plans, is also included. The contribution of asset management plans to the effective management of distribution network investment and operation in England and Wales should not be underestimated and is equally relevant in Scotland.

A holistic approach to asset management in the Netherlands

The objective of the national agency for road and water infrastructure in the Netherlands is to deliver best service to the public at lowest life cycle cost, given public acceptable risk. This requires a sound and well-structured system of management and maintenance. Such a system consists of elements such as reliable asset data, long-term performance based maintenance programmes, clear steering objectives and transparent procurement strategies. Asset management will make it possible to show what network performance can be achieved, at which costs and with which associated risks. A model defining an asset owner role, an asset manager role and a service provider role was chosen as a governing principle for the design of the asset management process. The design of the process described in the paper sets the boundary conditions to carry out projects with the minimum amount of hindrance for the user while involving the market in the best possible way.
