In the early 1990s Argentina liberalized and privatized the energy system, trending to a total market oriented system and abandoning the use of energy policy. Since 2004, as a result of a boom in energy demand and constrains in energy supply, Argentina has gone through an energy problem mainly related to natural gas and electricity, which derived in energy shutdowns. In this frame, this study explores the role of energy policy and institutions in Argentina, with the aim of discussing whether it has been properly used to contrast the observed lack of coordination between fossil energy reserves management and the demand of fuels in power generation. The results of the analysis enhance the relevance of regulatory and control authorities, as well as the active use of long run energy policy for the energy system performance in order to avoid coordination failures between subsectors of the system. The relevance of energy consumption for the development process, and the particular characteristics of energy systems require a wide planning perspective.  相似文献

The rapid growth of urban population and the development of road infrastructures in Tunisian cities have brought about many environmental and economic problems, including the rise scored in energy consumption and the increase in the quantity of gas emissions arising from road transport. Despite the critical nature of such problems, no policies have yet been adopted to improve energy efficiency in the transport sector. This paper aims to determine driving factors of energy consumption change for the road mode. It uses decomposition analysis to discuss the effects of economic, demographic and urban factors on the evolution of transport energy consumption. The main result highlighted in the present work is that vehicle fuel intensity, vehicle intensity, GDP per capita, urbanized kilometers and national road network are found to be the main drivers of energy consumption change in the road transport sector during 1990–2006 period. Consequently, several strategies can be elaborated to reduce road transport energy. Economic, fiscal and regulatory instruments can be applied in order to make road transport more sustainable.  相似文献

Energy is an essential ingredient of socio-economic development and economic growth. Renewable energy provides a variable and environmental friendly option and national energy security at a time when decreasing global reserves of fossil fuels threatens the long-term sustainability of global economy. The integration of renewable resources in desalination and water purification is becoming increasingly attractive. This is justified by the fact that areas of fresh water shortages have plenty of solar energy and these technologies have low operating and maintenance costs. In this paper an attempt has been made to present a review, in brief, work of the highlights that have been achieved during the recent years worldwide and the state-of-the-art for most important efforts in the field of desalination by renewable energies, with emphasis on technologies and economics. The review also includes water sources, demand, availability of potable water and purification methods. The classification of distillation units has been done on the basis of literature survey till today. A comparative study between different renewable energy technologies powered desalination systems as well as economics have been done. The real problem in these technologies is the optimum economic design and evaluation of the combined plants in order to be economically viable for remote or arid regions. Wind energy technology is cheaper than the conventional ones, and used extensively around the world. The slow implementation of renewable energy projects especially in the developing countries are mostly due to the governments subsides of conventional fuels products and electricity. The economic analyses carried out so far have not been able to provide a strong basis for comparing economic viability of each desalination technology. The economic performances expressed in terms of cost of water production have been based on different system capacity, system energy source, system component, and water source. These differences make it difficult, if not impossible, to assess the economic performance of a particular technology and compare it with others. Reverse osmosis is becoming the technology of choice with continued advances being made to reduce the total energy consumption and lower the cost of water produced.  相似文献

Over the decades, the consumption of all types of energy such as electricity increased rapidly in Iran. Therefore, the government decided to redevelop its nuclear program to meet the rising electricity demand and decrease consumption of fossil fuels. In this paper, the effect of this policy in four major aspects of energy sustainability in the country, including energy price, environmental issues, energy demand and energy security have been verified. To investigate the relative cost of electricity generated in each alternative generator, the simple levelized electricity cost was selected as a method. The results show that electricity cost in fossil fuel power plants presumably will be cheaper than nuclear. Although the usage of nuclear reactor to generate power is capable of decreasing hazardous emissions into the environment, there are many other effective policies and technologies that can be implemented. Energy demand growth in the country is very high; neither nuclear nor fossil fuel cannot currently cope with the growth. So, the only solution is rationalizing energy demand by price amendment and encouraging energy efficiency. The major threats of energy security in Iran are high energy consumption growth and economic dependency on crude oil export. Though nuclear energy including its fuel cycle is Iran's assured right, constructing more nuclear power plants will not resolve the energy sustainability problems. In fact, it may be the catalyst for deterioration since it will divert capital and other finite resources from top priority and economic projects such as energy efficiency, high technology development and energy resources management.  相似文献

With economic development and the change of industrial structure, industrial relocation is an inevitable trend. In the process of industrial relocation, environmental externality and social cost could occur due to market failure and government failure. Little attention has been paid to this issue. In this paper, we address it with a theoretical analysis and an empirical investigation on the relationship between China's industrial relocation in the early 1990s and energy consumption which is the primary source of CO2 emission, an environmental externality that causes increasing concerns. The macro-policy analysis suggests that there would be a positive link between China's industrial relocation in the early 1990s and energy saving (and environmental externalities reduction). Using fixed-effect regression model and simulation method, we provide an empirical support to this argument. In order to further reduce environmental externalities and social cost in the process of industrial relocation, we provide policy suggestions as follows: First, strengthen the evaluation of environmental benefits/costs; Second, pay more attention to the coordinated social-economic development; Third, avoid long-lived investment in high-carbon infrastructure in areas with industries moved in; Fourth, address employment issue in the areas with industries moved out.  相似文献

Thailand has depended heavily on imported fossil fuels since the 1990s, which hindered the nation's economic development because it created uncertainty in the nation's fuel supply. An energy conservation policy was implemented in 1995 to require industries to reduce their energy intensity (EI) and consumption immediately. This study investigates the effectiveness of the policy between 1995 and 2010 using the hybrid input–output approach. Surprisingly, EI improvement was observed in only a few sectors, such as transportation, non-metallic, paper, and textile. An embodied energy decomposition analysis revealed that while households were the largest energy consumer in 1995, energy consumption in exports exceeded that of households in 2000, 2005 and 2010. In addition, structural decomposition analysis revealed the final demand effect was the strongest factor in determining the efficacy of energy conservation, whereas the energy efficiency effect was not an effective factor as expected for decreasing energy consumption. Policy barriers and conflicting economic plans were factors that affected the outcome of these energy policies.  相似文献

The concept of sustainability can be a way to understand the dynamics of reality and to consider not only the economic growth but also the social, environmental and cultural aspects of development. This new paradigm questions the role of nature as an instrument only to satisfy the human needs and brings into consideration the rational use of natural resources through responsible environmental policies keeping in mind the needs of the future generations. The economic growth, considered as the notion of progress, brings intrinsically not only the extensive nature exploitation but also the intensification of the energy use. Energy sources become, then, a strategic variable for the economic development. The Brazilian energy policy is an appropriate case study for the paradigm of sustainability overview as it is characterized by isolated initiatives and programs, which culminated into a huge crisis. So, this paper aims to discuss the concepts of sustainability and ethics through the analysis of the Brazilian energy policy and its social and environmental implications.  相似文献

Affordable, clean, efficient, flexible, and reliable energy storage is an important component of sustainable energy systems. There are several studies in the literature concentrating on improving the sustainability performance of energy storage systems from economic and technical perspectives. However, a comprehensive performance investigation of energy storage systems that take economic, environmental, social, and technical criteria into account is still needed. For that reason, in the present study, it is aimed to perform a complete assessment and analysis of the sustainability of energy storage systems for residential applications in communities and cities. Pumped hydro, conventional batteries, high‐temperature batteries, flow batteries, and hydrogen are the selected energy storage systems. In order to handle the vagueness and ambiguity during the assessment and to eliminate the perceived hesitancy in the decision makers' preferences, an innovative method, a hybrid hesitant fuzzy multicriteria decision‐making (MCDM) methodology composed of hesitant fuzzy analytic hierarchy process (HFAHP) and hesitant fuzzy technique for order preference by similarity to ideal solution (HFTOPSIS), is utilized to assess the sustainability of the selected systems. In this study, four different performance criteria: economic (power cost and energy cost), environmental (pollutant emissions, area requirement, wastewater quality, and solid waste production), social (safety, accessibility, ease of use, and public acceptance), and technical (efficiency, storage capacity, cycling limit, and performance degradation) are taken into consideration. The performance evaluation results indicate that technical performance has the highest influence and social performance has the lowest influence when evaluating the sustainability of the selected energy storage systems. And hydrogen has the highest sustainability performance compared with the other selected energy storage options.  相似文献

Sustainable development is a key objective of UK national and regional policies. Improvements in resource productivity have been suggested as both a measure of progress towards sustainable development and as a means of achieving sustainability. Making ‘more with less’ intuitively seems to be good for the environment, and this is the presumption of current UK policy. However, in a system-wide context, improvements in energy efficiency lower the cost of energy in efficiency units and may even stimulate the consumption and production of energy measured in physical units, and increase pollution. Simulations of a computable general equilibrium model of Scotland suggest that an across the board stimulus to energy efficiency there would actually stimulate energy production and consumption and lead to a deterioration in environmental indicators. The implication is that policies directed at stimulating energy efficiency are not, in themselves, sufficient to secure environmental improvements: this may require the use of complementary energy policies designed to moderate incentives to increased energy consumption.  相似文献

At present, pumped hydro energy storage plays the dominant role in electrical energy storage. However, its development is clearly restricted by the topography and adverse impacts on local residents. Underground pumped hydro energy storage (UPHES) using abandoned mine pits not only can effectively remedy these drawbacks but is also constructive to the management of abandoned mine pits. In this paper, we firstly conduct a comprehensive analysis of conventional pumped hydro energy storage (CPHES) and UPHES, using life cycle sustainability assessment (LCSA). Sustainability indicators in this paper include economic indicators, environmental indicators, and social indicators. Among all the indicators, blue water footprint (BWF) and ecological footprint (EF) are included for the first time to assess the social performance of CPHES and UPHES. Then, this paper employs multi-attribute value theory (MAVT) and scenario analysis to evaluate the overall performance of energy storages. The results show that CPHES has better performance in economy and environment than UPHES because of the economies of scale, while the UPHES has better performance in social sustainability impact because of the absence of stages of excavation and backfilling. When using MAVT methodology, only when the weight for social indicator is three times higher than that of economy and environment; ie, the weight for social dimension is 0.6, and the weights for environmental and social dimension are 0.2; the score of UPHES is higher than CPHES.  相似文献

This paper analyzes the role of the energy transformation index and of final energy consumption per GDP unit in the disparities in energy intensity across countries. In that vein, we use a Theil decomposition approach to analyze global primary energy intensity inequality as well as inequality across different regions of the world and inequality within these regions. The paper first demonstrates the pre-eminence of divergence in final energy consumption per GDP unit in explaining global primary energy intensity inequality and its evolution during the 1971-2006 period. Secondly, it shows the lower (albeit non negligible) impact of the transformation index in global primary energy inequality. Thirdly, the relevance of regions as unit of analysis in studying cross-country energy intensity inequality and their explanatory factors is highlighted. And finally, how regions around the world differ as to the relevance of the energy transformation index in explaining primary energy intensity inequality.  相似文献

This paper investigates the long-run equilibrium relationships, temporal dynamic relationships and causal relationships between energy consumption structure, economic structure and energy intensity in China. Time series variables over the periods from 1980 to 2006 are employed in empirical tests. Cointegration tests suggest that these three variables tend to move together in the long-run. In addition, Granger causality tests indicate that there is a unidirectional causality running from energy intensity to economic structure but not vice versa. Impulse response analysis provides reasonable evidences that one shock of the three variables will cause the periods of destabilized that followed. However, the impact of the energy consumption structure shock on energy intensity and the impact of the economic structure shock on energy consumption structure seem to be rather marginal. The findings have significant implications from the point of view of energy conservation and economic development. In order to decrease energy intensity, Chinese government must continue to reduce the proportion of coal in energy consumption, increase the utilization efficiency of coal and promote the upgrade of economic structure. Furthermore, a full analysis of factors that may relate to energy intensity (e.g. energy consumption structure, economic structure) should be conducted before making energy policies.  相似文献

With rising energy costs and climate change concerns, energy efficiency will be important in maintaining competitiveness and reducing the environmental impact of industrial activities. In this paper we study the Chilean industrial sector, which is the largest consumer of energy within the country. Energy demand and CO2 emissions in Chile have grown rapidly in recent years while energy supply is mostly imported and subject to disruption. Therefore, it is important to understand energy consumption in this sector and determine which sub-sectors have the greatest potential to reduce energy consumption. We used the Index Decomposition Analysis (IDA), applying the Logarithmic Mean Divisia Index method I (LMDI-I), to quantify the impact of diverse driving factors on energy consumption. Furthermore, a panel data analysis was used to determine whether there are differences in energy intensity across firms with different characteristics. Our results show that energy intensity has risen over time although energy consumption remains stable. This fact supports the idea that energy efficiency policies could play an important role for the industrial sector. Additionally, energy consumption and energy intensity follow different patterns in each sub-sector; therefore we conclude that the application of differentiated sectoral policies is preferable over a single global policy.  相似文献

However, for sustainable future, produced and consumed energy should support human development all social, economic and environmental dimensions. Problems related with environment and energy shortages have put all circles to the task of actively promoting education in energy conservation. Therefore, many countries have started to identify their responsibility for decreasing the unfavorable effect of high energy use on the environment. Greenhouse gas emission inventories are useful tools for monitoring air quality and assisting local policy development. This article estimates CO2 emission inventories from energy consumption and carbon intensities of provinces and municipalities in Mainland China in 1990, 1995, 2000, and 2005–2008 using the IPCC mass balance approach. Results show that China's coal-based energy structure and unique economic development have heavily impacted CO2 emissions. Fortunately, although coal consumption has increased to over 70% of all fuel use, the share of CO2 emissions from coal has gradually decreased due to energy consumption restructuring. The switch from coal-dominance to cleaner, renewable energies (wind, solar, natural gas, nuclear power, geothermal, biomass energy) will undoubtedly reduce CO2 emissions in China. Results also indicate that carbon intensity has improved steadily, as China's economic development introduces new technologies intended to minimize environmental pollution and destruction. Our results suggest that China's CO2 emissions may not be as high as expected in future, and will gradually lessen.  相似文献

The rapid growth of the economy in China has caused many problems for the country, particularly the energy shortage and environmental pollution. Thus, establishing a sustainable development of society has attracted considerable attention in recent years. In this paper, we evaluate the sustainability efficiency in terms of energy usage and environmental impact by using a new equilibrium efficient frontier data envelopment analysis (EEFDEA) approach. For the first time, DEA is used in the context of required fixed reductions in both total energy consumption and total environmental pollution, which is a realistic context that introduces a “zero-sum” aspect to the problem. As part of the analysis, the generalized equilibrium efficient frontier (EEF) is constructed based on minimum satisfaction degree maximization of all units, considering both minimum and maximum adjustment strategy, while most existing studies only minimized the weighted sum reduction. Finally, the sustainability efficiency of transportation sectors of China's 30 main regions is analyzed by using our proposed model. The results show that more effective measures should be taken for sustainable development.  相似文献

Energy resources are an important material foundation for the survival and development of human society, and the relationship between energy and economy is interactive and complementary. This paper analyzes the energy consumption–economic growth nexus in Chinese provinces using novel and recent nonparametric time-series as well as panel data empirical approaches. The dataset covers 30 provinces over the period of 1980–2018. The empirical analysis indicates the presence of a nonlinear functional form and smooth structural changes in most of the provinces. The nonparametric empirical analysis validates the presence of a nonlinear unit root problem in energy consumption and economic growth, and nonlinear cointegration between the variables. Additionally, the nonparametric panel cointegration test reports evidence of convergence in energy consumption and economic growth patterns across the provinces. The nonparametric regression analysis finds economic growth to have a positive effect, on average, on energy consumption in all provinces, except for Beijing. Further, the energy environmental Kuznets curve exists between economic growth and energy consumption in 20 out of 30 Chinese provinces. The Granger causality analysis reveals the presence of a mixed causal relationship between economic growth and energy consumption. The empirical findings have important implications for Chinese authorities in planning for improving energy efficiency, decoupling between economic growth and energy consumption, and reducing the environmental footprint of provinces.  相似文献

China aims at quadrupling per-capita GDP by 2020 compared to the year 2000. Without any energy and environmental policy measures, this tremendous economic growth would be associated with a quadrupling of primary energy consumption up to 6.3 billion tons of standard coal equivalents (sce) and energy-related CO2-emissions of 13.9 billion tons Against this background, this paper is to set China's need to implement its sustainable development strategy into the quantitative context of the countries economic development and subsequent economic growth-related environmental problems. China is urgently searching for a way to ease the negative implications of economic growth and has committed itself to achieve a level of 3.0 billion ton sce primary energy consumption in 2020. As a consequence, the macro-economic energy intensity has to be reduced by 53% by 2020. A reduction of 53% by 2020 would lead to an energy intensity level 30% points below the year-2000 level of developed countries. As for natural resources, the expected economic growth will lead to an increase of crude oil net-imports up to 455 million ton sce in 2020 and 650 million ton sce in 2030. As for regional income distribution, economic growth helped to decrease existing inequities.  相似文献

The effective and rational energy generation and supply is one of the main presumptions of sustainable development. Combined heat and power production, or co-generation, has clear environmental advantages by increasing energy efficiency and decreasing carbon emissions. However, higher investment cost and more complicated design and maintenance sometimes-present disadvantages from the economical viability point of view. As in the case of most of economies in transition in Central and Eastern Europe, Croatia has a strong but not very efficient co-generation sector, delivering 12% of the final energy consumption. District heating systems in the country's capital Zagreb and in city of Osijek represent the large share of the overall co-generation capacity. Besides district heating, co-generation in industry sector is also relatively well developed. The paper presents an attempt to assess the sustainability of Croatian co-generation sector future development. The sustainability assessment requires multi-criteria assessment of specific scenarios to be taken into consideration. In this respect three scenarios of Croatian co-generation sector future development are taken into consideration and for each of them environmental, social and economic sustainability indicators are defined and calculated. The assessment of complex relationships between environmental, social and economic aspects of the system is based on the multi-criteria decision-making procedure. The sustainability assessment is based on the General Sustainability Index rating for different cases reflecting different criteria and their priority. The method of sustainability assessment is applied to the Croatian co-generation sector contributing to the evaluation of different strategies and definition of a foundation for policy related to the sustainable future cogeneration sector development.  相似文献

This paper attempts to investigate the causal relationship between nuclear energy consumption and economic growth using the data from six countries among 20 countries that have used nuclear energy for more than 20 years until 2005. To this end, time-series techniques including the tests for unit roots, co-integration, and Granger-causality are employed to Argentina, France, Germany, Korea, Pakistan, and Switzerland. The main conclusion is that the causal relationship between nuclear energy consumption and economic growth is not uniform across countries. In the case of Switzerland, there exists bi-directional causality between nuclear energy consumption and economic growth. This means that an increase in nuclear energy consumption directly affects economic growth and that economic growth also stimulates further nuclear energy consumption. The uni-directional causality runs from economic growth to nuclear energy consumption without any feedback effects in France and Pakistan, and from nuclear energy to economic growth in Korea. However, any causality between nuclear energy consumption and economic growth in Argentina and Germany is not detected.  相似文献
