济南市建设服务型政府的实践创新及对策研究

服务型政府已经成为我国政府改革的价值取向和目标模式。地方政府如何适应新的形势发展需要，及时改革和调整政府职能，加快转型步伐，这是地方政府面临的重要课题。济南市在服务型政府建设方面做了诸多探索，也存在一些亟待解决的问题。因此，加快服务型政府建设，是今后一个时期济南市政府职能转型的根本目标。     

新时期服务型政府的建设措施研究

本文首先探讨了新时期服务型政府的理论来源，随后分析了建设服务型政府的本质要求，在此基础上，提出了建设廉洁高效的新时期服务型政府的几项措施。

建设服务型政府,是党中央国务院根据我国经济社会发展实践,审时度势提出的目标和任务。服务型政府建设适合我国国情和人民实际需要,但是在实际操作过程中却没有现成的模式可供借鉴,只能通过实践不断摸索和总结。服务型政府建设意味着我国政府公共事业管理职能、管理理念和管理方式的重大转变,尽快实现服务型政府建设目标,是全社会共同关注的热点问题。在本文中,笔者首先介绍了建设服务型政府对改善我国公共事业管理水平的重要意义,并结合现阶段服务型政府建设过程中存在的主要问题,提出服务型政府建设实现路径。

建设服务型政府是一项比经济体制改革更为艰巨的任务,当前各地政府正在针对服务型政府建设进行探索.笔者分析了服务型政府的含义,指出忽视了公众的能动作用、将服务与管理对立起来、混淆“服务型政府”和“法治政府”的概念、服务型政府的建设不够扎实深入等是服务型政府建设过程中出现的主要问题,在此基础上,笔者提出了改进的建议:服务型政府建设应该由政府和公众共同参与,要围绕服务做文章,加强依法行政意识,大力推进基本公共服务均等化.
