This study underscores the importance of adopting integrated parking management policies that ensure not only more rational use of the available parking spaces, evenly balancing supply and demand and bringing in revenues to cover the parking facilities costs, but also the improved attractiveness of alternative transportation modes. Parking supply and demand flows within the UC campus are estimated. The results indicate that the parking facility is underpriced and that there is overcrowding. To reflect critically on these issues and identify research areas to address their socioeconomic implications, a survey regarding the characterization of campus commuters and their travel options is presented. Logistic regression modelling is applied to determine the relative importance of UC campus commuters’ attributes in their level of willingness to pay to have reserved parking on the campus. Finally, some policy proposals are discussed.  相似文献

Metropolises in China, a rapidly motorizing nation, are confronted with the challenge of managing parking pressures. Given the generally increased affordability of cars, most local authorities are making efforts to provide more parking spaces to accommodate additional cars. Although the worldwide paradigm of managing parking is shifting from a supply-focused approach to a restraint mind-set, China has been slow to follow this trend. To untangle the factors that contribute to delays implementing desirable parking policy reforms, this paper examines the development of parking policies in China. This paper characterizes the challenge of parking in Chinese cities as a spatio-temporal mismatch. In the context of rapid motorization, local authorities are subject to political pressure to cater to the increased parking demand by increasing the minimum parking requirements. However, this approach fails to mitigate parking shortages and results in unintended consequences, including relatively high parking density in central and transit-rich areas and imbalanced parking across neighbourhoods. This paper suggests four strategies, including market-based pricing, geographically differentiated supply regulations, and district-based parking management (“Parking management is referred to as various policies and programs that result in more efficient use of parking resources”). These strategies represent policy-reform targets to establish more efficient parking systems in rapidly motorizing urban settings worldwide.  相似文献

The aims of this paper are to review the current practices of car parking standards in the UK, the USA, and the Kingdom of Saudi Arabia (KSA); to draw the main lessons learned from experiences of the UK and the USA; and to suggest suitable improvements in the standards of car parking requirements in the KSA. The paper follows a comparative approach in reviewing car parking standard requirements according to different types of land use in the UK, the USA, and the KSA. The article illustrates that transportation planners in the UK and the USA use parking policies, especially the application of car parking standards, along with other planning and transport measures to promote sustainable transport choices, to reduce reliance on cars, and to reduce traffic and air pollution. Local authorities in the UK and the USA have moved from requiring minimum standards for car parking to maximum standards. The aim of maximum parking standards is to decrease the number of trips made by private cars whilst seeking to maintain and enhance the viability of economic centres and support sustainable development. In the KSA, authorities still adhere to minimum car parking standards. Moreover, the car parking requirements are not correlated with city zoning systems. The paper concludes with some thoughts on how to improve the current parking requirements in KSA cities.  相似文献

The majority of Asia’s cities are being constructed from private funding and by private labor. This has always been the case for so-called informal settlements. Recently, however, the newly acquired socioeconomic status, aspirations, and cultural horizons of the emergent professional and business middle classes in Asia have captured both popular imagination and critical academic attention. These classes are building their own urban spaces, with or without state intervention or support. To what extent can these trends be understood by drawing upon the existing Anglophone literature, which conventionally considers the global cities of Western Europe and North America as the leading edge of urban change and theorization? What can diverse empirical cases in Asia tell us about the global privatization of urban space? Arising from a workshop on the privatization of urban space in Asia, this Viewpoint article addresses four issues that arise from comparison of several Asian cases. More specifically, this work challenges Western-centered assumptions about the spatiotemporal origins of urban change; positions Asia at the leading edge of certain urban trends that may also be discerned elsewhere; questions the prior ‘public-ness’ implied by the term ‘privatization;’ and unravels the dystopianism of Anglophone academic treatment of privately owned, constructed, or regulated spaces.  相似文献

Between 1 to 4 April 1997, scholars and government officials from over twelve cities in the Asia-Pacific Region met at the Royal Melbourne Institute of Technology to discuss the formation of a research network on urban policies in some of the dynamic urban-centred regions that link the Southeast Asian, East Asian, North American, and Australian economies. Problem, research strategy, and findings: Many cities have adopted minimum parking requirements, but there is relatively poor information about how parking infrastructure has grown. We estimate how parking has grown in Los Angeles County (CA) from 1900 to 2010 and how parking infrastructure evolves, affects urban form, and relates to changes in automobile travel using building and roadway growth models. We find that since 1975 the ratio of residential off-street parking spaces to automobiles in Los Angeles County is close to 1.0 and the greatest density of parking spaces is in the urban core, while most new growth in parking occurs outside of the core. In total, 14% of Los Angeles County's incorporated land is committed to parking. Uncertainty in our space inventory is attributed to our building growth model, on-street space length, and the assumption that parking spaces were created as per the requirements.

Takeaway for practice: The continued use of minimum parking requirements is likely to encourage automobile use at a time when metropolitan areas are actively seeking to manage congestion and increase transit use, biking, and walking. Widely discussed ways to reform parking policies may be less than effective if planners do not consider the remaining incentives to auto use created by the existing parking infrastructure. Planners should encourage the conversion of existing parking facilities to alternative uses.  相似文献

Minimum parking requirements, which mandate off-street parking and have been a staple of American zoning codes for more than 80 years, are slowly falling out of favor due to incompatibility with sustainable urbanism, equity, and social responsibility. A new zoning ordinance in Buffalo, New York completely removes minimum parking requirements citywide, relieving developers and property owners from the mandate to provide off-street parking. This article performs a comparative analysis of guidelines in the zoning code before and after reform and examines the public engagement process that produced the change in parking control. Strong support for and little opposition to this zoning change suggest less resistance than anticipated to policies that formalize a reduction in off-street parking facilities. Findings suggest that removing minimum parking requirements is easiest where off-street parking requirements are least needed, and that the planning team in Buffalo proposed a bold idea after it detected, from special interest groups and the public, initial support for removing parking requirements. The article provides direction for future research to evaluate the repeal of minimum parking requirement and its effects on transport, the environment, and the economy.  相似文献

There is little knowledge of how much parking infrastructure exists in cities despite clear evidence that abundant and underpriced parking has economic, environmental, and social consequences. Urban parking requirements are very precise and routinely enforced despite the fact that most cities have little to no knowledge about their own parking supply. To further explore these issues, a parking inventory for metropolitan Phoenix, Arizona, USA is developed by cross-referencing geospatial cadastral and roadway data with minimum parking requirements. Metropolitan Phoenix is chosen because it is relatively young, rapidly growing, highly sprawled, and car dependent. Historical growth of parking is also estimated by linking year of property development to required off-street and nearby on-street parking spaces. As of 2017, we estimate that there were 12.2 million parking spaces in the metropolitan region with 4.04 million inhabitants, 2.86 million registered personal vehicles, and 1.84 million jobs. Growth of parking in metro Phoenix has also been significant; since 1960, 10.9 million spaces have been added to the region compared to a population growth of 3.41 million, vehicle fleet growth of 2.63 million, and employment growth of 1.56 million jobs. Since the 2008 recession, parking growth in metro Phoenix has significantly slowed, but continued urban growth combined with substantial minimum parking requirements may promote more parking infrastructure than is needed. Planners and policy makers should value quantifying the growth and supply of parking in urban areas and consider reforming parking standards to promote sustainable urban growth.  相似文献

为了提高城市停车设施建设和管理效果,论文以国内外多个城市和区域的交通调查和数据分析为基础,分别对路内外停车设施的车辆停放时长、停车周转率、停车时间分布、车辆停放目的、停车者行为决策以及停车费用敏感度等6个方面进行对比分析。研究结果表明,路内停车泊位利用效率明显高于路外停车设施,路内外停车设施服务的主要停车目的存在显著的差异性。步行距离、车辆停放安全性和收费价格是影响停车选择的重要因素,而当提高路内停车收费价格后,将会显著增加停车者选择路外停车场的比例。  相似文献

This article reports the results of two different approaches to valuing some of what are thought to be benefits of bicycle trails and lanes. First, an adaptive stated preference survey is used to measure how much travel time individuals are willing to spend to obtain particular features of on- and off-street bicycle facilities. These findings indicate that bicycle commuters in Minneapolis and St. Paul prefer bicycle lanes on existing streets over off-street bicycle trails, and also prefer them over streets that have no onstreet parking but lack designated bicycle lanes. Second, I used home sales data to learn the effect of bicycle trail proximity on home value. Though proximity to bicycle facilities is valued differently for different types, it actually significantly reduced home value in suburban locations. Suburban home values were most reduced by proximity to roadside trails, which also reduced home values significantly in the cities. Proximity to other types of bicycle facilities in the cities did not significantly affect home values.  相似文献

Ideas and thinking about sustainability and sustainable development have permeated over the last decades into most disciplines and sectors. The area of urban studies is no exception and has generated an impressive body of literature, which aims to marry ‘sustainability’ and ‘urban development’ by grounding the many interpretations of sustainability in an urban setting. This has taken many forms and inspired a range of initiatives across the world including ‘healthy cities’, ‘urban villages’, ‘millennium communities’ and the ‘mixed communities’ movement. Moreover, urban regeneration has come under considerable scrutiny as one of the core mechanisms for delivering sustainable urban development. At the most basic level, it can be argued that all urban regeneration contributes to a certain extent to sustainable development through the recycling of derelict land and buildings, reducing demand for peripheral development and facilitating the development of more compact cities. Yet, whether urban regeneration bears an effect on urban sustainability is an underresearched area. In addition, little is known about these impacts at local level. This paper aims to extend our understanding in these areas of research. We do so, by taking a closer look at three neighbourhoods in Salford, Newcastle and Merseyside. These neighbourhoods underwent urban regeneration under the Housing Marker Renewal Programme (2003–2011), which aimed to ‘create sustainable urban areas and communities’ in the Midlands and North of England. Approximately 130 residents from the three areas were interviewed and a further 60 regeneration officials and local stakeholders consulted. The paper looks at the impact of urban regeneration on urban sustainability by examining whether interventions under the Housing Market Renewal Programme have helped urban areas and communities to become more sustainable. It also discusses impacts at local level, by probing into some of Housing Market Renewal's grounded ‘sustainability stories’ and looking at how change is perceived by local residents. Furthermore, it re-opens a window into the Housing Market Renewal Programme and documents the three neighbourhoods within the wider context of scale and intervention across the whole programme.  相似文献

For want of appropriate and effectual methodological approaches or analytical instruments, analysis of socio-economic phenomena can sometimes be problematic. As Frances et al. have aptly noted, any analysis of social nature begs the question: ‘with what theoretical tools do we approach the analysis of events and processes?’ (p. 1). In land matters, for example, Malpezzi (1999b,c) has keenly observed that most of the studies on land reforms have focused on the rural and agricultural sectors, at the expense of the urban sector. Arguably, the paucity of land policy/reform studies on the urban sector could be explained, to a large measure, by the fact that most of the studies carried out in this area apply theoretical frameworks or models that are highly abstract (e.g. neoclassical economic models) or too simplistic in approach.1 Such models or methodological frameworks may not be readily applicable or efficacious in explaining the convoluted urban land market realities. The narrow option for alternative tools of analysis for studying land market ‘events and processes’ (to use Frances et al.’s (1991) terminology) may well have hindered land policy/reform research in the urban sector. Against that background, this paper advances an eclectic, property-rights-based approach that is robust and versatile enough to have wide application. An empirical study conducted under the framework attests to the relevance of such an approach to land use policy and urban land market analysis.  相似文献

This is the second of two special issues in Progress in Planning exploring emerging research agendas in planning. It brings together scholars from diverse schools working on new areas of research and application in urban design and planning. Emergent research agendas include both novel areas of research and important shifts in the direction of a research area. The challenge for planning schools is to reflect critically on these changes and develop long-term research agendas that can better position our field in society and academia, and provide a basis from which to assess our academic programmes. The chapters in this issue display the different scales and fields of planning, including planning for: disaster recovery; climate change, especially opportunities for mitigation; shrinking cities in the First World; and rapidly urbanising informal and impoverished cities in the global South. At the same time, the chapters identify research areas that respond to major social and environmental changes. Olshansky and Chang highlight the increasing losses from catastrophic disasters, and address the need for disaster recovery planning. Wheeler, Randolph and London focus on climate change, and, noting the urgency of action now, their research agenda emphasises opportunities for planners to develop research and policies to reduce greenhouse gas emissions. Hollander, Pallagst, Schwarz and Popper look at increasing economic and population trends in many First World cities that result in city ‘shrinkage’. They present new opportunities for improving cities’ green space networks and natural features, and for research. The trebling of urban population in African cities by 2050, in conditions of poverty and informality, is the major trend driving Parnell, Pietriese and Watson's chapter. They present an agenda for new planning theories and for supporting empirical research to address the actual conditions of African cities.  相似文献

This paper reports the result of sewage pollution monitoring conducted in South and Southeast Asia during 1998-2003 using linear alkylbenzenes (LABs) as molecular tracers of sewage contamination. Eighty-nine water samples collected from Malaysia, Vietnam, and Japan (Tokyo), and 161 surface sediment samples collected from Tokyo, Thailand, Malaysia, Philippines, Vietnam, Cambodia, Indonesia, and India were analyzed for alkylbenzenes. The concentration range of SigmaLABs in river water particles in Southeast Asia (<0.005-0.913 microg/L) was comparable to or higher than those found in Tokyo (<0.005-0.638 microg/L). I/E ratios (a ratio of internal to external isomers of LABs) in tropical Asian waters were close to the value of LABs in raw sewage ( approximately 1) and much lower than those in secondary effluents (3-5). This suggests that untreated or inadequately treated sewage is discharged into the water. SigmaLABs concentrations in sediments from South and Southeast Asia ranged from <0.002-42.6 microg/g-dry with the highest concentration occurring at several populous cities. Low I/E ratios of the sediments with high SigmaLABs concentrations suggest a heavy load of untreated sewage. Clearly in view of the current data and evidence of the implications of sewage pollution, this paper highlights the necessity of the continuation of water treatment system improvement in tropical Asia.  相似文献

The European Union has always had a territorial agenda, albeit implicit. Existing spatial planning systems in Europe, in particular French aménagement du territoire, have shaped the thinking about how to tackle it more systematically, lately under the flag of an EU territorial cohesion policy. Drawing on work by the European Spatial Planning Observation Network (ESPON), the member states collectively have produced an ‘evidence-based’ document, ‘The territorial state and perspectives of the European Union’. This forms the basis of a political document entitled the ‘Territorial Agenda of the European Union: Towards a more competitive and sustainable Europe of diverse regions’. The subsequent First Action Programme came at a time when it appeared that the Treaty of Lisbon would make EU territorial cohesion policy official. This paper gives an account of the process, pointing out that a turning point has been reached, in that the member states have come to accept the need for EU territorial cohesion policy. Section 1 sets out the theoretical framework and the research approach. Section 2 sets the scene as regards the EU and it institutions. Section 3 looks at spatial planning systems in Europe and, in particular—since it has been instrumental in formulating EU regional and territorial cohesion policy—French aménagement du territoire. Section 4 identifies the implicit EU territorial agenda and how this has been articulated further by the member states formulating the ESDP. Section 5 gives an account of the fledgling EU territorial cohesion policy. Section 6 focuses on the member state initiative to produce the ‘evidence-based’ document, ‘The territorial state and perspectives of the European Union’, which forms the basis for the Territorial Agenda. As a background to this, the section discusses ESPON, which provided the research base for this undertaking. Sections 7 to 9 are about the Territorial Agenda process as such, particularly its making, the substantive policies and the institutional measures proposed therein, and the First Action Programme adopted in the wake of the Territorial Agenda. Section 10 identifies challenges ahead, followed by the final section, which explores issues whose resolution is not immediately in sight.  相似文献

Recent industrial developments in Asia have raised concerns about actual and potential acidification in the region. Over the last ten years, the presence of acid rain has been identified at numerous sites in Asia. The mitigation strategy being very comprehensive in Japan, Singapore, and Hong Kong, seems insufficient in other countries which are the major polluters in the Asian domain, like China, India and Thailand. It is difficult to make reliable predictions about the future incidence of acid rain in East and Southeast Asia due to the unpredictable economic situation.  相似文献
