Global climate change governance has changed substantially in the last decade, with a shift in focus from negotiating globally agreed greenhouse gas (GHG) reduction targets to nationally determined contributions, as enshrined in the 2015 Paris Agreement. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 70% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 89% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries.

Key policy insights

  • The number of countries that have national legislation and strategies in place increased strongly up to 2012, but the increase has levelled off in recent years, now covering 70% of global emissions by 2017 (48% of countries and 76% of global population).

  • Economy-wide GHG reduction targets witnessed a strong increase in the build up to 2015 and are adopted by countries covering 89% of global GHG emissions (76% not counting USA) and 90% of global population (86% not counting USA) in 2017.

  • Renewable energy targets saw a steady increase throughout the last decade with coverage of countries in 2017 comparable to that of GHG targets.

  • Key shifts in national measures coincide with landmark international events – an increase in legislation and strategy in the build-up to the Copenhagen Climate Conference and an increase in targets around the Paris Agreement – emphasizing the importance of the international process to maintaining national momentum.

Abatement of particulate matter has traditionally been driven by health concerns rather than its role in global warming. Here we assess future abatement strategies in terms of how much they reduce the climate impact of black carbon (BC) and organic carbon (OC) from contained combustion. We develop global scenarios which take into account regional differences in climate impact, costs of abatement and ability to pay, as well as both the direct and indirect (snow-albedo) climate impact of BC and OC. To represent the climate impact, we estimate consistent region-specific values of direct and indirect global warming potential (GWP) and global temperature potential (GTP). The indirect GWP has been estimated using a physical approach and includes the effect of change in albedo from BC deposited on snow. The indirect GWP is highest in the Middle East followed by Russia, Europe and North America, while the total GWP is highest in the Middle East, Africa and South Asia. We conclude that prioritizing emission reductions in Asia represents the most cost-efficient global abatement strategy for BC because Asia is (1) responsible for a large share of total emissions, (2) has lower abatement costs compared to Europe and North America and (3) has large health cobenefits from reduced PM10 emissions.  相似文献

The negotiation strategy of the European Union was analysed with respect to the formation of an international climate agreement for the post-2012 era. Game theory was employed to explore the incentives for key players in the climate policy arena to join future climate agreements. A ?20% unilateral commitment strategy by the EU was compared with a multilateral ?30% emission reduction strategy for all Annex-B countries. Using a numerical integrated assessment climate—economy simulation model, we found that leakage, in the sense of strategic policy reactions on emissions, was negligible. The EU strategy to reduce emissions by 30% (compared with 1990 levels) by 2020, if other Annex-B countries follow suit, does not induce the participation of the USA with a comparable reduction commitment. However, we argue that the original EU proposal can be reshaped so as to stabilize a larger and more ambitious climate coalition than the Kyoto Protocol in its first commitment period.  相似文献

Growing international trade has been one of the most important drivers for China's recent economic growth. This growth has fed rapid increases in energy demand and carbon emissions since 2000. China is now the world's largest emitter of carbon dioxide. There is mounting pressure from some in the international community for China to take specific actions to mitigate its emissions as part of a post-2012 climate regime. However, emissions embodied in internationally traded goods have not been given enough attention in this debate. This article discusses the results of research to quantify the emissions stemming from goods that are exported from China to other countries. It finds that these emissions accounted for 23% of China's national total in 2004. The article sets out how this result has been obtained and compares it to the results of several other pieces of research to demonstrate the importance of this issue. Some pointers for international climate policy are then discussed, including the advantages and difficulties of moving to consumption-based emissions accounting, and implications for international trade rules.  相似文献

Over 40 studies that analyse future GHG emissions allowances or reduction targets for different regions based on a wide range of effort-sharing approaches and long-term concentration stabilization levels are compared. This updates previous work undertaken for the Fourth Assessment Report of the Intergovernmental Panel on Climate Change. Regional reduction targets differ significantly for each effort-sharing approach. For example, in the Organisation for Economic Co-operation and Development (OECD) 1990 region, new proposals that emphasize the equity principles of responsibility, capability, and need, and those based on equal cumulative per capita emissions (carbon budgets), lead to relatively stringent emissions reduction targets. In order to reach a low concentration stabilization level of 450?ppm CO2e, the allowances under all effort sharing approaches in OECD1990 for 2030 would be approximately half of the emissions of 2010 with a large range, roughly two-thirds in the Economies in Transition (EIT), roughly at the 2010 emissions level or slightly below in Asia, slightly above the 2010 level in the Middle East and Africa and well below the 2010 level in Latin America. For 2050, allowances in OECD1990 and EIT would be a fraction of today's emissions, approximately half of 2010 emission levels in Asia, and possibly less than half of the 2010 level in Latin America.

Policy relevance

The concept of equity and the stringency of future national GHG reduction targets are at the heart of the current debate on the new international climate change agreement to be adopted in 2015. Policy insights gained from an analysis of over 40 studies, which have quantitatively analysed the proposed GHG reduction targets, are presented. It is found that the outcome of effort-sharing approaches is often largely determined by the way the equity principle is implemented and that the distributional impacts of such approaches can be significantly different depending on the criteria used, the stabilization level and shape of the global emissions pathway. However, the current literature only covers a small proportion of the possible allocation approaches. There should thus be an in-depth modelling comparison to ensure consistency and comparability of results and inform decision making regarding the reduction of GHG emissions.  相似文献

The poverty implications of climate-induced crop yield changes by 2030   总被引:1,自引:0,他引:1  
Accumulating evidence suggests that agricultural production could be greatly affected by climate change, but there remains little quantitative understanding of how these agricultural impacts would affect economic livelihoods in poor countries. Here we consider three scenarios of agricultural impacts of climate change by 2030 (impacts resulting in low, medium, or high productivity) and evaluate the resulting changes in global commodity prices, national economic welfare, and the incidence of poverty in a set of 15 developing countries. Although the small price changes under the medium scenario are consistent with previous findings, we find the potential for much larger food price changes than reported in recent studies which have largely focused on the most likely outcomes. In our low-productivity scenario, prices for major staples rise 10–60% by 2030. The poverty impacts of these price changes depend as much on where impoverished households earn their income as on the agricultural impacts themselves, with poverty rates in some non-agricultural household groups rising by 20–50% in parts of Africa and Asia under these price changes, and falling by significant amounts for agriculture-specialized households elsewhere in Asia and Latin America. The potential for such large distributional effects within and across countries emphasizes the importance of looking beyond central case climate shocks and beyond a simple focus on yields – or highly aggregated poverty impacts.  相似文献

While the Conference of the Parties wrangle at an international scale with climate policy, a quiet set of policies and measures is being implemented at a local scale by municipalities across the globe. This study examines the motivation municipalities have for undertaking policies to reduce their greenhouse gas emissions, when the theory of free-riding would predict that local administrations should find it difficult to unilaterally reduce their emissions for the benefit of the global climate. Through interviews with officials and/or staff in 23 municipalities in the United States enacting climate policy, data are gathered that suggest local government abatement policies are primarily a top–down decision based on what officials or staff members believe to be “good business” or rational policy choices. They are primarily driven by the potential for realised or perceived cost savings and co-benefits rather than by public pressure. Economic data from some dozen municipal projects are analyzed, finding, while municipalities lack sophisticated accounting techniques, some justification for the often-disputed claim that at least initial reductions in emissions can be made at cost savings. In the United States, with the lack of national abatement policies, it is municipalities that are leading the way in beginning to implement mitigation strategies, even if only for initial reductions.  相似文献

The volume of agricultural trade increased by more than ten times throughout the past six decades and is likely to continue with high rates in the future. Thereby, it largely affects environment and climate. We analyse future trade scenarios covering the period of 2005–2045 by evaluating economic and environmental effects using the global land-use model MAgPIE (“Model of Agricultural Production and its Impact on the Environment”). This is the first trade study using spatially explicit mapping of land use patterns and greenhouse gas emissions. We focus on three scenarios: the reference scenario fixes current trade patterns, the policy scenario follows a historically derived liberalisation pathway, and the liberalisation scenario assumes a path, which ends with full trade liberalisation in 2045.Further trade liberalisation leads to lower global costs of food. Regions with comparative advantages like Latin America for cereals and oil crops and China for livestock products will export more. In contrast, regions like the Middle East, North Africa, and South Asia face the highest increases of imports. Deforestation, mainly in Latin America, leads to significant amounts of additional carbon emissions due to trade liberalisation. Non-CO2 emissions will mostly shift to China due to comparative advantages in livestock production and rising livestock demand in the region. Overall, further trade liberalisation leads to higher economic benefits at the expense of environment and climate, if no other regulations are put in place.  相似文献

Global GHG emissions continue to rise, with nearly a quarter of it due to trade that is not currently captured within global climate policy. In the context of current trade patterns and limited global cooperation on climate change, the feasibility of consumption-based emissions accounting to contribute to a more comprehensive (national) policy framework in the UK is investigated. Consumption-based emissions results for the UK from a range of models are presented, their technical robustness is assessed, and their potential application in national climate policy is examined using examples of policies designed to reduce carbon leakage and to address high levels of consumption. It is shown that there is a need to include consumption-based emissions as a complementary indicator to the current approach of measuring territorial emissions. Methods are shown to be robust enough to measure progress on climate change and develop and inform mitigation policy. Finally, some suggestions are made for future policy-oriented research in the area of consumption-based accounting that will facilitate its application to policy.

Policy relevance

Emissions embodied in trade are rapidly increasing and there is thus a growing gap between production emissions and the emissions associated with consumption. This is a growing concern due to the absence of a global cap and significant variation in country-level mitigation ambitions. Robust measurements of consumption-based emissions are possible and provide new insights into policy options. This includes trade-related policy (e.g. border carbon adjustments) and domestic policies (e.g. resource efficiency strategies). As climate policy targets deepen, there is a need for a broad range of policy options in addition to production and technological solutions. Consumption-based emissions are complementary to production-based emissions inventories, which are still the most accurate estimate for aggregated emissions at the global level. However, without consumption-based approaches, territorial emissions alone will not provide a complete picture of progress in regional and national emissions reduction.  相似文献

The greenhouse gas emissions scenarios published by the IPCC in the Special Report on Emission Scenarios (SRES) continue to serve as a primary basis for assessing future climate change and possible response strategies. These scenarios were developed between 1996 and 1999 and sufficient time has now passed to make it worth examining their consistency with more recent data and projections. The comparison performed in this paper includes population, GDP, energy use, and emissions of CO2, non-CO2 gases and sulfur. We find the SRES scenarios to be largely consistent with historical data for the 1990–2000 period and with recent projections. Exceptions to this general observation include (1) in the long-term, relatively high population growth assumptions; in some regions, particularly in the A2 scenario; (2) in the medium-term, relatively high economic growth assumptions in the LAM (Latin America, Africa and Middle East) region in the A1 scenario; (3) in the short-term, CO2 emissions projections in A1 that are somewhat higher than the range of current scenarios; and (4) substantially higher sulfur emissions in some scenarios than in historical data and recent projections. In conclusion, given the relatively small inconsistencies for use as global scenarios there seems to be no immediate need for a large-scale IPCC-led update of the SRES scenarios that is solely based on the SRES scenario performance vis-a-vis data for the 1990–2000 period and/or more recent projections. Based on reported findings, individual research teams could make, and in some cases already have made, useful updates of the scenarios.  相似文献

This article explores the causes for differences in the average CO2 emissions intensity of the new passenger car (NPC) fleet in member states (MS) across Europe. Although EU policies mitigating CO2 emissions from NPCs have been in place since 1999, MS strongly diverge in the absolute amount and relative change in emissions over the last decade. The authors employ a qualitative approach to analyse the factors, in particular national vehicle taxes, contributing to this divergence and the relative contribution of national and European policies in reducing national CO2 emissions from NPCs. The analysis shows that there has been a significant reduction in CO2 emissions intensity of NPCs since 2007 across most MS, compared with the six years previous to that date. This would indicate that EU-wide policies, such as the CO2 vehicles regulation, along with the economic recession in 2008, have influenced national NPC CO2 emissions. Generally, countries with CO2-differentiated vehicle taxes are observed as more likely to have achieved greater reductions in CO2 emissions. However, over the same period there have been many confounding factors, such as economic instability in the EU, that also influence NPC emissions. Using more detailed case study analyses of six countries, the authors find that there is scope for well-designed national vehicle tax policies to drive NPC emissions down further than the EU average. In countries with the highest success rate, such as the Netherlands, the design of the vehicle tax, as part of a well-aligned policy package, has been very important in delivering the biggest reductions in CO2 emissions from NPCs.

POLICY RELEVANCE

The transport sector continues to be an intractable source of CO2 emissions. Governments around the world are seeking effective policies to deal with the increase in passenger car CO2 emissions appropriate to their own circumstances. This article examines the experience of EU MS with CO2-differentiated vehicle taxes in reducing CO2 emissions in the context of other national and international contributing factors. It should therefore both be useful to policy makers and contribute to climate policy research in general.  相似文献

“一带一路”沿线国家受气候变化影响严重,亟需从其他国家转移适当的适应气候变化技术。技术需求评估是有效开展技术转移的必要前提。本研究利用“一带一路”沿线国家完成提交给《联合国气候变化框架公约》的技术需求评估(TNA)报告,在合作专利分类(CPC)框架下建立适应优先技术需求数据库,并根据技术需求的提及次数、技术需求的国家数目、技术需求的GDP覆盖范围以及技术惠及人口4个指标,分别从技术和地区两个角度对“一带一路”沿线国家的适应技术需求开展评估。结果发现:一方面,农林牧副渔生产中的适应技术(Y02A-40),集水、节水与高效利用水的技术(Y02A-20),沿海地区与江河流域的适应技术(Y02A-10)与对适应气候变化有间接贡献的技术(Y02A-90)这4方面的适应技术是“一带一路”沿线国家普遍关切的技术需求。另一方面,不同地区的“一带一路”沿线国家因其特有的地理区位和社会经济情况不同而产生特殊的适应技术需求。大洋洲、拉丁美洲与加勒比地区以及亚洲地区部分国家由于国内基础设施受气候变化影响十分严重,提出了保护和改造基础设施建设的技术(Y02A-30)需求;受气候变化影响,高温和降水加剧了疾病在空气和水体的传播,因此亚洲地区,大洋洲、拉丁美洲与加勒比地区特别提出了应对极端天气、保护人类健康的技术(Y02A-50)需求。为促进“一带一路”沿线国家开展有效技术转移,提高应对气候变化能力,应加大对气候适应技术研发投入,以技术接受国的技术需求为基础,并高效利用现有的“一带一路”技术转移中心网络,开展技术转移活动。  相似文献

An innovative approach is introduced for helping developing countries to make their development more sustainable, and also to reduce greenhouse gas (GHG) emissions as a co-benefit. Such an approach is proposed as part of the multilateral framework on climate change. The concept of sustainable development policies and measures (SD-PAMs) is outlined, making clear that it is distinct from many other approaches in starting from development rather than explicit climate targets. The potential of SD-PAMs is illustrated with a case-study of energy efficiency in South Africa, drawing on energy modelling for the use of electricity in industry. The results show multiple benefits both for local sustainable development and for mitigating global climate change. The benefits of industrial energy efficiency in South Africa include significant reductions in local air pollutants; improved environmental health; creation of additional jobs; reduced electricity demand; and delays in new investments in electricity generation. The co-benefit of reducing GHG emissions could result in a reduction of as much as 5% of SA's total projected energy CO2 emissions by 2020. Institutional support and policy guidance is needed at both the international and national level to realize the potential of SD-PAMs. This analysis demonstrates that if countries begin to act early to move towards greater sustainability, they will also start to bend the curve of their emissions path.  相似文献

Numerous authors have stressed the importance of guaranteeing and protecting the tenure and human rights of indigenous and other forest-based communities under schemes for reducing emissions from deforestation and forest degradation (REDD, or REDD+); and important international indigenous organizations have spoken out strongly against REDD+. This article examines two specific issues that present risks for local communities: rights to forests and rules for resource use. It draws on the findings of a study conducted by the Center for International Forestry Research (CIFOR) on forest tenure reforms in selected countries in Asia, Africa and Latin America from 2006 to 2008. The study underlines the numerous obstacles faced by communities after rights are won, in moving from statutory rights to their implementation and to access to benefits on the ground. It argues that there is currently little reason to expect better results from national policies under REDD+ without binding agreements to protect local rights.  相似文献

A sectoral approach to GHG emissions reductions in developing countries is proposed as a key component of the post-2012 climate change mitigation framework. In this approach, the ten highest-emitting developing countries in the electricity and other major industrial sectors pledge to meet voluntary, ‘no-lose’ GHG emissions targets in these sectors. No penalties are incurred for failing to meet a target, but emissions reductions achieved beyond the target level earn emissions reduction credits (ERCs) that can be sold to industrialized nations. Participating developing countries establish initial ‘no-lose’ emissions targets, based upon their national circumstances, from sector-specific energyintensity benchmarks that have been developed by independent experts. Industrialized nations then offer incentives for the developing countries to adopt more stringent emissions targets through a ‘Technology Finance and Assistance Package’, which helps to overcome financial and other barriers to technology transfer and deployment. These sectorspecific energy-intensity benchmarks could also serve as a means for establishing national economy-wide targets in developed countries in the post-2012 regime. Preliminary modelling of a hybrid scenario, in which Annex I countries adopt economy-wide absolute GHG emissions targets and high-emitting developing countries adopt ‘no-lose’ sectoral targets, indicates that such an approach significantly improves the likelihood that atmospheric concentrations of CO2 can be stabilized at 450 ppmv by the end of the century.  相似文献

Reducing emissions from deforestation and forest degradation (REDD+) has emerged as an important carbon governance mechanism. However, forest governance is weak in most REDD+ countries, which undermines efforts to establish REDD+. This study analyses the factors that enable national REDD+ processes in the context of weak governance using a two-step ‘qualitative comparative analysis’ (QCA) of 12 REDD+ countries. Assuming that actor-related factors can be effective only if certain institutional preconditions are met, six factors were divided into two categories that were analysed separately: institutional setting (pressure from forest-resource shortage; forest legislation, policy, and governance; already initiated policy change) and the policy arena (national ownership; transformational coalitions; inclusiveness of the policy process). The factors were analysed to determine their role in efforts to establish comprehensive REDD+ policies that target transformational change. The results reveal path dependencies and institutional stickiness in all the study countries. Only countries already undertaking institutional change have been able to establish REDD+ policies in a relatively short period – but only in the presence of either high pressure from forest-resource shortages or key features of effective forest legislation, policy, and governance. Furthermore, where an enabling institutional setting is in place, the policy arena conditions of national ownership and transformational coalitions are crucial.Policy relevance Although the aim of REDD+ is to provide performance-based payments for emissions reductions, the outcomes in terms of actual emission reductions or co-benefits are not yet observable. Most REDD+ countries are still at the design and implementation stage for policies and measures. Indicators and criteria to measure progress in this phase are required to identify which factors enable or hinder countries' performance in delivering necessary policy change to provide targeted financial incentives to support countries' efforts. This study analyses the factors that shape national REDD+ processes in the context of weak governance using a two-step QCA of 12 REDD+ countries. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. These findings may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective, and equitable outcomes.  相似文献

The objective of this paper is to emphasize theresponsibility of developed countries to implement the Climate Convention, as well as the role ofdeveloping countries in CO2 emissions controlwhile sustaining their rights to increase energyconsumption per capita during the development process. Itis shown that the growth in CO2$ emissions fromfossil fuel consumption in North America, excludingMexico, from 1990 to 1996 was 3.7 times higherthan that of Latin America in absolute terms. Thecumulative contribution to global warming, expressedas the mass of the gas multiplied by time (GtCy), can becalculated as the integration of the atmosphericconcentration of the emitted gas along time, witha weight function in the integrand to simulate theclimate response. To simulate climate response,we used the superposition of exponential decay functions with different decay constants. Thehistorical contributions of the OECD countries,the Eastern European countries and theex-Soviet Union, and from all developingcountries are considered. The future contributionsare computed in three scenarios. All of them showthat emissions from Non-Annex I countrieswill become higher than those of Annex I countriessoon after 2010, while the curves of atmosphericconcentration will cross one another later, not muchbefore 2050, and the respective contributions toglobal temperature increase will cross about 2090.  相似文献
