三峡库区农村移民安置区精准帮扶实践与思考——以兴山县峡口镇普安村精准帮扶为例

针对三峡库区部分农村移民在生产生活和就业增收方面存在的困难,有必要进行精准帮扶。以兴山县峡口镇普安村精准帮扶为例,在分析普安村人口与经济、资源环境、基础设施、公共服务设施以及产业发展等方面现状问题的基础上,对普安村发展定位、发展思路、主要目标、总体布局、重点区域规划、重点项目及建设内容等方面制定了精准帮扶的总体方案;从前期工作、规划理念、项目管理、综合监测等方面提出有关工作思路与建议。

Practice and thinking on pinpointed assistance for poverty alleviation for rural resettlement region in Three Gorges Reservoir area:case of pinpointed assistance of Pu'an village of Xiakou Town in Xinshan County

Aiming to the difficulties of partial rural relocatees in Three Gorges Reservoir area in living and production, employ-ment and income increasing, the pinpointed assistance should be implemented. Taking the pinpointed assistance for poverty alle-viation in Pu'an village of Xiakou Town in Xinshan County as the case, on the basis of analyzing the present situation of popula-tion, economy, resource and environment, infrastructures, public service facilities and industry development, an overall scheme of the pinpointed assistance is formulated. The scheme covers development orientation, development thought, main objectives, o-verall layout, main regional planning and key construction project. The working thought and suggestions are put forward in the terms of preliminary work, planning concept, project management and comprehensive monitoring.
