公共治理视角下的我国促进就业对策研究

经过改革开放30多年的努力，我国的就业工作取得了巨大的成就，但由于受国际金融危机等国内外诸多因素的影响，我国目前的就业形势非常严峻。公共治理理论与实践的发展，为我国就业问题的解决提供了一个新的视角，非政府组织所具有的特性与优势，使其参与促进就业具备了可行性与现实性。通过制度创新，实现政府与非政府组织的合作，构建以政府为主导、非政府组织参与的多元化公共就业服务体系，政府引导和支持兴办非营利性组织，确立非政府组织在治理中的主体地位，发挥其扶助就业困难群体的优势，是解决我国就业问题的一条现实途径。

Study of the Employment Promotion Policy under the Public Governance Perspective in China

The employment of our country has obtained huge achievement with 30 years effort after the reform and opening, but with the influence of many factors home and abroad such as the international finance crisis, the situation of employment of our country is now very serious. The development of public governance theory and practice has provided a new angle of view for the solution of our country employment problem, the characteristic and the superiority of the non - governmental organization make it has feasibility of participating in the promotion employment. The realistic way to solve the problem of employment of our country is to realize cooperation between government and the non - governmental organization by the system innovation, to construct the multiplex public employment service system which is lead by government and with the participant of non- governmental organization, to establish non - profit organization with the guid- ance and support of government, to establish the principal part of the non- governmental organization in governance and to bring its superiority on assisting the employment difficult community.
