摘    要:钢铁工业作为制造业中的碳排放大户,面临“碳达峰”和“碳中和”的严峻挑战,这也是低碳转型高质量发展的良好契机。根据国家统计局黑色金属冶炼及压延加工业的能源消耗数据,估算中国钢铁工业二氧化碳排放情况,并对中国钢铁工业实现“碳达峰”路径进行探讨,即在中国10亿t级的粗钢规模及当前流程结构、能源结构和工艺技术应用基础上,通过挖掘节能降碳潜力实现“碳达峰”空间有限,必须采取以控产量调结构为核心的减碳工作,争取在“碳达峰”“碳中和”目标内率先实现“碳达峰”。钢铁企业作为行业发展的主体,在“碳达峰”和“碳中和”目标的指引下,需尽快开展绿色低碳转型及深度减碳工作,共同推进钢铁工业“碳达峰”目标提前实现,并为最终实现“碳中和”奠定良好的基础。

Abstract:As a major carbon emitter in the manufacturing industry, the iron and steel industry faces severe challenges of "carbon peak" and "carbon neutrality". Meanwhile, it is also a good opportunity for low-carbon transformation and high-quality development. Based on the energy consumption data of ferrous metal smelting and rolling processing industry provided by the National Bureau of Statistics, the carbon dioxide emissions are estimated and the path of achieving "carbon peak" in China's iron and steel industry is discussed. On the basis of billion-ton crude steel scale and current process structure, energy structure and process technology application, the space by tapping the potential of energy saving and carbon reducing to achieve "carbon peak" is limited, carbon reduction work which centers on controlling crude steel production and adjusts structure must be adopted, and "carbon peak" within "double carbon" target would strive to achieve firstly. As the main body of industry development, the iron and steel enterprises should carry out the work of green and low-carbon transformation and in-depth carbon reduction as soon as possible under the guidance of the "carbon peak" and "carbon neutrality" targets, and jointly promote the achievement of the "carbon peak" target in advance, then lay a good foundation for the ultimate realization of "carbon neutrality".
