| 摘 要： | 生态建设保障的实质是政策需求动态与政策供给动态匹配一致，政策需求能及时得到有效满足；生态建设政策保障不力的原因和核心是政策需求与政策供给脱节，政策需求无法及时得到满足。因而建立强大的生态建设政策保障，必须深刻剖析政策需求规律、政策供给规律、政策供给—需求相互作用规律等。本文根据这个精神和思路，剖析生态建设政策供给一些深层次的问题和规律，例如政策的功能和作用、政策的价值和伦理的追求等，深化对政策作用规律的认识，提高政策供给的意识能力和制订水平。

The Policy to Ensure the Ecological Construction |

| Abstract: | The crux of the policy to ensure the ecological construction is the coordination between the demand and the supply of the policy. In order to establish strong policy system, we should deeply analyze the policy demand law, the policy supply law and the relationship of the policy supply-demand law, even to analyze some deeper problems; such as the utility and function of the policy, the values and ethics of the policy. |
