| 摘 要： | 行政组织惰性是否与腐败产生有必然的联系？通过对行政组织惰性与腐败行为产生的关系的分析，可以认定行政组织惰性是导致行政组织效率低下的基本原因，组织老化和利益固守是现阶段我国腐败行为产生的制度缺陷以外的重要原因。加快政府职能转变，深化行政组织改革，精简和整合组织机构，优化业务流程，完善公务员绩效考核制度，从而有效克服行政组织惰性，能够有效避免腐败行为的产生。

| Abstract: | Based on a thorough causal analysis, this paper believes there exists a certain connection between corruption and the inertia of administrative organization, the latter being the major reason for administrative low efficiency, organizational aging and narrow interests protection besides institutional defects. It is urgent that the change of government functions be quickened, the reform of administrative organizations deepened, and the departments of government reduced and re-composed to optimize work flow and check corruption. |
