单边电力市场静态稳定环节和带需求侧响应的组合市场模式

单一购买模式是我国电力市场的起步模式,没有需求侧参与和响应的单边模式在供应约束时将失去稳定。从保障单边电力市场的静态稳定性出发,提出在单边电力市场模型上附加静态稳定环节,包括以需求侧响应和电网公司自有调峰容量为反馈环节,以电力合约交易为“仓储”环节,进而形成一个在购买代理模式基础上,吸收批发竞争中的合约交易成分和零售竞争中的实时电价用户群等可行成分的组合市场模式。该模式能与现有工业组织结构兼容,可有效解决我国现阶段电力市场中的电价矛盾,并能平稳向双边开放模式过渡。

Stabilizing instruments and compounding market mode with demand side response for unilateral open electricity market

The single market mode is the beginning stage of our power market. This mode without the participation and response of demand side will lose stability in supply restraints. To enhance the static stability for unilateral open electricity market, this paper proposes some stabilizing instruments for it including regulating capacity of the grid and demand-side simultaneous response as feedback, and contract trade as 'storage'. Based on this, it presents a compounding mode based on purchase agent mode with some feasible ingredients from wholesale and retail competition mode, that is, contract trade from the wholesale competition mode, and real-time pricing consumer group from the retail competition one. This mode will be compatible with the current industrial structure, be able to resolve the dispute around power tariff for the current situation in China via market mechanism, and be able to transit toward bilateral open market smoothly.
