从“标准户”到“标准人”——基于需求的保障房住区公共服务供给方法研究框架

文章主要研究城市规划对保障房住区公共服务供给的干预作用。首先,文章提出"标准人"的概念,从"人"的角度深入解读差异化的公共服务需求,并将多样化的需求转化为可度量的"标准人"的需求,从而建立合理的公共服务供给内容与标准;然后,从"空间"的角度,研究城市规划编制的空间干预作用,探讨优化公共交通统筹、公共服务设施用地安排的技术方法,以及刚性和弹性相结合的规划管理方法;最后,从"社会"的角度,研究"去产权化"背景下,通过规划统筹、社区自组织的方式运作社区共有产品、培育社区精神的可能性。

From “Standard Household” to “Standard Person”: Research Framework of Public Service Provision of Social Housing Based on the Demand

This project is to research the intervention of urban planning to social housing. Firstly, it created the concept of “standard person”, from which can we analyze the diverse demand of different user from individual perspective. It will help to confirm the content and standard of public services. Secondly, from spatial perspective, it study the spatial intervention of urban planning, from the aspects of public transportation and land provision of public service. Lastly, from social perspective, under the background of non-ownership living, it studies the possibility of self-organized public service provision and the establishment of neighborhood spirit.
