黄河断流的思考

针对近几年黄河断流日益严峻的现实，认为加剧黄河流域水资源供需矛盾的主要原因有两个：一是需水量猛增，二是产水量减少。解决黄河断流要分三步走：①充分发挥市场机制的基础作用，提高水价，调控水需求，大力促进节约用水；③加快中游骨干工程建设，增加调蓄能力；建设南水北调工程，解决黄河水资源不足问题；③加大水土保持投资力度，持之以恒地开展水土保持工作，最终改变黄土高原的生态环境。

Deep Thinking of Dry River in the Yellow River

Aiming at the fact of more and more dry river in the Yellow River in recent years, it is reallied that there aretwo main reasons for intensifying foe contradiction belween water supply and demand: severe increase in waler demand and decrease of water source. Three stages should be taken in solve the problem of dry river in the Yellow River. Firstly, the basic role of market system should be made full use to increase water price, control and readjust waterdemands in order to save water. Secondly, the key project construction in the middle reach should speed up to dealwith the issue of shortage of water resource in the river; and thirdly, investment to water and soil conservation shouldbe enhanced and continuously developed to eventually improve ecological environment in Loess Plateau.
