| 摘 要： | 回顾国内外关于城乡数字鸿沟测度的已有研究，指出相关测度指标存在的问题，对数字鸿沟的概念进行分析，提出城乡数字鸿沟测度指标设置的基本原则，在此基础上，根据我国信息技术发展与利用的现状，从信息获取与利用环境、信息意识与能力、信息利用水平3个方面，构建我国城乡数字鸿沟测度指标体系。

| Abstract: | This paper firstly summarizes the previous studies on measuring urban-rural digital divide at home and abroad, and points out the shortcomings of the existing studies on measuring indexes. Then the concepts of digital divide are studies, and basic principles about measuring index of urban-rural digital divide are put forward. According to current situation of development and application of information technology in China, this paper builds a measuring index system from three aspects of environment for information acquisition and utilization, information consciousness and ability, information utilization level. |
