转型背景下城市总体规划实施评估方法与机制研究

开展总规实施评估已成为学界和业界共识,但由于当前社会经济转型尚未完成、总规自身挑战日增、评估自身尚处于起步期等原因,往往难以发挥其应有作用。通过回归公共政策评估本源和内涵,着眼于＂应然＂状态的总规实施评估的定义、方法与机制,总结发挥实施评估作用的外部制度环境,剖析总规实施评估现状,提出基于当前制度环境下建立总规实施评估制度的可操作性策略和路径。

Research on Method and Mechanism for Evaluation of Master Plan

Generally, evaluation of comprehensive planning has become a consensus, but due to the current social and economic transformation has not been completed, the comprehensive planning themselves growing challenges, their own evaluation is still in the initial period, it’s difficult to play its due role. By going back to origin and connotation of evaluation of public policy, focusing on ＂ought to be＂ state of definition, method and mechanism of evaluation of comprehensive planning, summarizes the external institutional environment, analysis the present situation of evaluation analysis under the current institutional environment, proposed to the path and operational strategies establish evaluation under the current institutional environment.
