珠三角典型示范区防洪排涝平台框架与功能设计

摘    要:为解决珠江流域与区域城镇防洪排涝矛盾、暴雨遭遇频繁等突出问题,以珠三角典型示范区前山河流域中珠联围为研究区域,采用多源数据汇集、Web 云服务、GIS 和人工智能等新一代信息技术,深度剖析珠三角典型示范区洪涝问题和智慧水利需求,按照大尺度预警、小尺度精细模拟的思路,研究建立基于大数据和云计算的智慧防洪排涝平台,提供珠三角典型示范区洪涝精细模拟、预警预报、灾害动态评估和工程实时调度等综合功能。智慧防洪排涝平台框架包含感知层、数据层、支撑层、应用层,通过感知、调用、组合支撑层各相关组件和访问数据层的数据,实现防洪排涝实时调度的各项功能,提升珠三角典型示范区防洪排涝调度科学化、现代化、智能化水平。

Framework and functional design of flood control and drainage platform in the Pearl River Delta

Abstract:To tackle flood and waterlogging problems within the Pearl River Basin resulted from frequent occurrence of rainstorms, and contradictory regulations between the river-basin commission and local governments, the authors research the Zhongzhu (referring to the Pearl River of China) Lianwei Embankment in Qianshan River, a typical demonstration area in the Pearl River Delta, thoroughly analyze aforementioned problems, and reveal the demand for Smart Water application. Hence an intelligent flood and drainage control platform is established, applying new technologies such as multi-source data collection, cloud computing, GIS and AI. Targeting the combination of smallscale simulation with high precision and large-scale early warning, the platform is designated to provide flood and drainage modelling, early warning and forecasting, dynamic assessment of disasters and real-time regulation. It is structured by components for intelligent sensing, data storage, regulation support and application. Through combining different components, the platform is empowered to deliver various performances for flood and drainage control and regulating. The platform serves to enhance the smart water application, targeted decision-making, and advanced management in typical demonstration areas of Pearl River Delta.
