| 摘 要： | 黄河下游滩区人与水争地问题十分突出。由于受黄河洪水、淤沙的影响．在黄河下游形成了特殊的自然环境，经济发展受到制约。黄河下游滩区的经济发展特别是可持续发展，应作为治理及开发黄河的重要目标。以科学发展观重新认识黄河下游滩区经济发展中的资源、环境保护等问题非常现实与必要。

| Abstract: | The fighting between men and water for land is severe in the lower reaches of the Yellow River. Due to the floods and sediment, a particular natural environment has been formed and economic development has been restricted in the region. Sustainable development of the local economy and society should be the main target for the regulation and development of the Yellow River. It is necessary and of practical meaning of reconsidering the importance of resources and environment protection in economic development of the flood plain areas in the lower reaches of the Yellow River in line with the scientific development concept. |
