探讨实施国家基本药物制度面临的难点问题

目的:为推行基本药物制度提供参考。方法:根据我国基本药物制度政策的内涵、《国家基本药物目录·基层医疗卫生机构配备使用部分》(2009版)及我国医药卫生体制改革的相关内容精神,结合我国医疗体系中存在的现实问题,探讨我国基本药物制度实施的难点问题及解决方法。结果与结论:国家基本药物制度要有效实施,需要解决利益的分配与财政的投入等问题。实施国家基本药物制度,难以根本解决群众"看病难,看病贵"问题,要从多方面共同努力,才能实现"医改"目标。

Investigation on the Difficulties of Implementation of National Essential Drug System

OBJECTIVE： To provide reference for medical system reform in China. METHODS： According to Primary Medical Institutions Part of National Essential Drugs List （2009 edition）, relevant aspects and reality of medical system reform and in China, policy connotation of Essential Drug System were analyzed to investigate the difficulties of implementation of Essential Drug System. RESULTS CONCLUSION： Several problems should be resolved to implement essential drug system effectively, such as benefit assignment and financial support. The implementation of national essential drug system requires various efforts to achieve the goal of Medical Reform.
