黄河下游滩区发展循环经济的可行性与路径分析

摘    要:分析了黄河滩区发展循环经济的可行性及其发展路径。可行性主要表现在:①滩区面积大,土地平整,适合大规模综合开发;②气候温和,土壤肥沃,农业开发条件比较成熟;③湿地面积广阔,旅游资源丰富;④区位优越,交通便利,发展潜力较大;⑤部分沿黄县(市)已在黄河开发方面积累了宝贵的经验;⑥利用外资进行黄河下游滩区综合开发的前景比较乐观。发展途径主要包括:①利用高效农业技术;②利用下游滩区安全建设成果;③利用节水工程;④洪水、泥沙综合利用;⑤生态环境开发;⑥开发清洁能源,加大资源再利用强度。

Abstract:The feasibility of the Yellow River flood plain to develop cyclic economy and its developing paths had been discussed.the feasibilities are mainly as follows: a)the flood plain area is large,smooth and suitable for large-scale comprehensive development;b)the flood plain area with mild climate and the fertile soil are adequate for the agriculture;c)the flood plain area has vast wetland which is potential abundant tourism resources;d)the flood plain area has superior location and convenient transportation,which brings great development potentiality;e)part of the counties along the Yellow River have accumulated valuable experiences for exploring of the Yellow River resources;f)it is optimistic to explore the Lower Yellow River beach with foreign investment.The development approaches mainly include: a)to adopt the efficient agricultural technology;b)to take advantage of downstream floodplain security building outcomes;c)to utilize the water-saving projects;d)to make use of flood and sediment comprehensively;e)to develop ecological environment;f)to develop clean energy and increase resources use intensively.
