| 摘 要： | 基于社会资本视角,识别PPP项目识别、准备、采购、执行、移交5个阶段的风险,确定PPP项目风险等级评价指标。借助“项目评级工具”对各个阶段评价指标进行问题设计并进行评分,运用AHP法确定项目各阶段的权重,利用灰色聚类评估得到PPP项目的投资风险评价等级。合理评价PPP项目,有助于增强私人部门进入PPP项目的信心。

| Abstract: | From the perspective of social capital,this paper identifies the risks in PPP projects from five stages of identification,preparation,procurement,execution,and handover.Then,uses the “Program Assessment Rating Tool”to design and score problems for evaluation indicators in each stage,applies the AHP method to determine the weight of each stage,determines the risk rating indicators of PPP projects by grey clustering evaluation.Evaluating PPP projects reasonably is conductive to strengthen the confidence of private sector to invest in PPP projects. |
