辽宁基本医疗保障全省统筹的发展框架与思路

针对城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗等3个制度筹资和受益水平存在着较大差异,导致医疗保障不公平问题日益突出与我国经济社会发展一体化格局要求不相适应的现实,根据相关文件倡导具备条件的地区可探索实行省级统筹的政策导向,提出辽宁省基本医疗保障全省统筹发展框架与思路。文章认为,提高医疗保障的统筹层次和全省统筹的最终目的是提高基金共济能力,缩小不同制度的保障差异,改变不公平状况,确保所有居民共享与全省经济和社会发展水平相适应的医疗保障的普惠与福祉;提出医疗保障全省统筹的发展目标及5个阶段及其对策建议。认为目前应做好制度设计和推进提高统筹层次的改革,为全省统筹做好制度上和政策上的准备。

The Frameworks and Thinking for developing Integration of Basic Medical Security Systems in Liaoning Province

According to the fact that there are big gaps in health finance and benefit among the three basic system,which resulted in increasing inequity and was not out of keeping with the requirement of integration of economy & society for urban and rural areas,we advanced the developing framework and goal for basic medical insurance security of integration in province level for Liaoning,considering the policy direction put forward by document related.We hold that the final goal for this reform and raise the pooling level is to reduce the gap and changing the situation of inequity as well as increasing the ability of pooling risk,so as to share together happiness and benefit for all in the basic medical security.The reform goal,five phases and some policy suggestions are proposd.It is needed to perfect and design the institution and the push the reform on raise pooling level,for providing the sound basis in policy making and promotion the system.
