城市更新视角下西安幸福林带综合开发运营模式研究

中国城市开发已由增量时代转向存量时代，面向精细化运营的城市更新行动正成为城市战略转型升级的全新命题。以西安市幸福林带PPP项目工程建设与运营为例，总结了西安幸福路片区综合改造开发的优势和面临的问题，提出了建筑企业在城市更新前期策划上做“城市开发解决方案提供商”，在后期运营上做“城市管理运营商”的城市更新改造对策，为城市片区开发和大体量城市更新提供了样本。

Study on the Comprehensive Development Operation Mode for Xi'an Happy Forest Belt from the Perspective of Urban Renewal

China’s urban development has changed from the incremental era to the stock age. The urban renewal action for fine operation is becoming a new proposition for the transformation and upgrading of urban strategy. Taking the PPP project construction and operation of Xi’an happy forest belt as an example，the paper summarizes the advantages and problems of comprehensive transformation and development in Xi’an Xingfu Road area，and puts forward the countermeasures for the construction enterprises to be "supplier of urban development solutions" in the planning of the early stage of urban renewal，and to do the urban renewal and transformation strategies of "urban management operators" in the later operation，so as to develop and large-scale urban areas the urban renewal provides samples of Xi’an happy forest belt.
