三资综合管理视角下的矿业权管理改革思路探讨

随着我国社会主义市场经济体制的不断完善和发展,以资源、资产、资本三资综合管理为代表的矿产资源市场化管理改革提上日程。本文从三资视角下的矿业权概念及其内涵、矿业权与三资的关系入手,剖析当前矿业权管理存在的问题,提出了矿业权管理改革思路。认为在三资综合管理框架体系下,矿业权起着非常重要的作用,它不仅是三资配置和转换的前提,更是三资配置和转换的纽带和关键,需要科学合理地管理矿业权,对此,提出要建设综合、高效、高水平的服务型政府,建立统一开放、竞争有序的矿业权市场体系,构建合理科学的资源税费体系等建议。

Discussion on the mining right management reform in a view of integrated management of mineral resources, assets and capitals

With the continuous improvement and development of China's socialist market economic system, the market-oriented management reform of mineral resources on behalf of integrated management of mineral resources, assets and capitals has been on put on the agenda. This paper summarizes the concept and connotation of mining right, and the relation between mining right and the mineral resources, assets and capitals, analyzes the existing problems in current management of mining right, and some advices on mining right management reform are put forward. It is thought that mining right plays a very important role in the framework of the integrated management of the mineral resources, assets and capitals. The mining right is not only the precondition, but also the linkage and the key of configuration and conversion between mineral resources, assets and capitals. Therefore, constructing a comprehensive, high efficiency service-oriented government, establishing a unified open, competitive and orderly market system of mining rights, building a reasonable resource tax system, are necessarily advised.
