摘    要:面对新能源发电企业弃风/弃光与日俱增的严峻势态,利用自备电厂与新能源进行电量置换是一种有效的交易模式。通过电力交易平台,自备电厂所属企业将其发电量指标转让给清洁节能的新能源发电企业。文中详细阐述了电量置换交易模式的特点,分析了各参与方的经济效益模型,并从撮合规则、执行规则、结算规则三方面设计了交易规则。以甘肃省部分企业为试点,验证了该模式能大大调动各方参与积极性从而实现新能源增发和节能减排。最后,针对试点所存在的问题,深入探讨了该交易模式的改进措施和应用前景。

Abstract:In face of the increasingly severe situation of abandoning renewable energy such as wind power or photovoltaic power, an effective trading mode is exchanging electricity between renewable energy generation(REG)and the self-owned power plant(SPP). Through the power exchange platform, SPP transfers their relevant index of energy-generating capacity to REG which are more clean and energy-saving. This paper not only describes the characteristics and economic benefit model of the electricity exchange trading mode, but also designs trading rules including matching rules, executing rules and clearing rules. And several enterprises in Gansu Province are taken as a pilot. It is validated that the mode under discussion is able to greatly mobilize the enthusiasm of participants to achieve renewable energy issuance and emission reduction. Finally, to solve the related pilot issues, improvement measures and application prospects of the trading mode are explored.
