市域城镇体系规划的中心镇研究——以福建省南平市为例

市域城镇体系规划的等级结构规划中,将建制镇划分为一般镇和中心镇两个层次,作者首先介绍了城镇体系规划的意义和中国目前城镇体系规划的现状,论述了建设中心镇的意义和必要性,然后着重对如何进行中心镇选择的方法进行研究。提出为了保证中心镇在各县(市)之间的平衡,首先应以县域为基本单位进行选择,然后利用Delph i与AHP相结合的方法对各县(市)内的城镇进行综合实力评价,阐述了选择过程中应考虑的因素和注意事项,最后以福建省南平市为例进行实证研究,验证了上述方法的效果和可行性。作者提出了中心镇选择的方法,对实例的研究又得到了当地规划部门的采纳和认可,不仅在方法上丰富了该领域的研究成果,提高了中心镇选择的科学性和准确性,而且对中国其他地市进行城镇体系规划和小城镇建设也具有一定的参考价值和借鉴意义。

A Study on Central Town of the City-level Urban System Planning——A Case Analysis of Napping City,Fujian Province

In the grade structure of urban system planning,the organic towns are divided into general towns and central towns.The author introduces the meanings and the situation of the urban system planning in our country at first,expounds the actual meanings and necessities of building central towns,then emphatically explores the method of choosing central towns.It proposes that the choosing should be based on the region of county or the county-level city in order to guarantee the regional development balance,and then appraises the general strength of the towns with the method of Delphi and AHP,and explains the influencial factors and the attentive matters,taking Napping city of Fujian province as an example to verify the result and the feasibility of method described above at last.The method of choosing central towns and the study on the example have got adoption and approval from local planning departments,which not only enrich the results of the said field and enhance the scientificalness and accuracy of the method,but also offer other cities certain reference values and meanings in urban system planning and the town building.
