比较视野的西部农村地区社会保障制度建设

改革开放以来，我国经济持续高速增长，整个社会进入了一个崭新的历史阶段。一方面，广大城乡居民已普遍摆脱了贫穷，经济发展达到了前所未有的高度；另一方面，城乡差别、劳资矛盾、地区差别加大，制约社会健康、和谐发展的问题也逐渐显现。作为最有效的“减震器”和“安全网”的社会保障制度．在对社会的发展起到重要的保护和促进作用的同时，也存在不足。在此，对西部农村地区社会保障制度建设进行讨论，以期对完善我国社会保障政策有所裨益。

The Construction of Social Security System in Westem Countryside in the Comparative View

Since the reform and opening-up policy , China has kept rapid economic growth and the whole society comes into a brand-new historic start. On one hand, large urban and rural residents have got rid of common poverty, economic development has reached an unprecedented high and material wealth abound a lot. On the other hand, urban-rural disparity, labor-management conflicts and regional difference have increase substantially and many problems that restrict sound and harmonious social development gradually appear. Social security system, as the most effective ＂shock absorber ＂ and ＂safety net＂, plays an important role in protecting and promoting social development, while has obvious defects. This paper discusses social security system in western countryside, so that to help to consummate the social security policy of our country.
