摘    要:合理分担风险,确定风险因素承担的主体,是城市轨道交通BT(build-transfer,建设-移交)项目成功的关键。在已有研究的基础上,建立了城市轨道交通BT项目的 EBS-CBS矩阵。基于风险分担影响因素的理论模型和风险分担框架,将12种关键风险因素从BT主办方、BT承办方和BT项目双方进行了分担,得到了风险分配矩阵,并进行案例分析,验证了理论分析的正确性。研究明确了风险因素的责任方,有利于相关责任方确定工作重点,保证BT项目的顺利完成。

Abstract:Confirming main body of risk factors undertaker is the key to success of urban rail transit BT project based on reasonably risk allocation.EBS-CBS matrix of urban rail transit BT project was established according to previous studies.Based on the model and framework of risk allocation,the risk allocation matrix was established by sharing the 12 key risk factors among BT sponsor,BT undertaker and both sides in BT project.A case study was used to test the accuracy of the theoretical analysis.The study results indicate that identifying risk factors undertaker is beneficial to confirm its key work points,which is to ensure the success of BT project completion.
