发展消费逆向物流的思考

发展消费逆向物流对循环经济有着重要的意义。当前我国的消费逆向物流系统尚未建立，主要原因是缺乏强有力的实施主体和市场失灵。发展消费逆向物流要以政府为主导，在生产、流通、消费等各个环节加以约束，综合实施相应对策，加强教育和科研投入，逐步建立起我国的消费逆向物流系统。

The main reasons are the lack of strong implementation and the market failure.
