社区卫生服务筹资与补偿机制的探讨

社区卫生服务的筹资与补偿机制是社区卫生服务可持续发展的瓶颈问题 ,亟待建立与完善。作者在分析北京市社区卫生服务筹资管理存在的问题的基础上 ,提出了实行有偿服务和政府购买服务相结合的筹资与补偿机制和 8个筹资渠道。对于社区卫生服务 ,建议政府要强化职能 ,制定合理的补偿政策 ,财政投入应侧重预防保健、健康教育和人才培养等方面 ,将社区卫生服务纳入医疗保险制度管理 ,制定并完善社区卫生服务价格 ,建立多种层次、多种形式的社区卫生服务体系及结构 ,努力拓展社区卫生服务机构生存发展空间。

Exploration into the financing and compensation mechanism of community health services

A financing and compensation mechanism of community health services(CHS), which is the bottleneck for the sustained development of CHS, demands prompt establishment and perfection. The authors analyzed the problems in the financing management of CHS in Beijing and on the basis of this, put forward the financing and compensation mechanism of paid services combined with government purchased services and 8 financing channels. As to CHS, it is suggested that the government strengthen its functions, formulate rational compensation policies, give priority to prevention and healthcare, health education and the cultivation of talents in its financial input, bring CHS into line with the management of the medical insurance system, set and rationalize the prices of CHS, establish a multi layer and multi form CHS system and structure and strive to expand the living and development space of CHS institutions.
