| 摘 要： | 针对我国日益严重的环境问题,分析了建立和实施排污权交易制度的必要性和可行性.排污权是一种新的控制污染的市场手段,它将市场机制充分地运用于环境资源的配置,在总量控制的前提下,通过排污权的交易,实现低成本控制污染.结合我国目前的排污权交易实施的现状,进一步提出建立和实施排污权交易制度的措施. |
