我国渔民专业合作社发展问题的思考

作为合作社制度在渔业产业中的具体实践形式,我国渔民专业合作社的产生有其深刻的社会背景,已成为提升渔民组织化水平的重要载体。由于成长时间较短,当前我国渔民专业合作社规模普遍偏小,覆盖面较窄,盈利能力较差,运行稍欠规范,仍处于初级发展阶段。下一步应针对明晰合作社概念、合作社竞争能力建设、社员异质化及合作社制度异化现象、合作社治理、政府角色定位等问题给予重点研究和关注,以促进渔民专业合作社持续健康发展。

The Development of Chinese Fishermen Professional Cooperatives

As the specific practice pattern of cooperative system in fishery production, fishermen professional cooperatives has been the important media of improving fishermen systematization level in China. Chinese fishermen professional cooperatives are still in primary stage of development because of short history, with the characteristics of small scale, narrow coverage, poor profitability and nonstandard operation. To promote the sound development of fishermen professional cooperatives, more studies and attention are needed, specifically on clarifying its conception, constructing its competitiveness, the situation of heterogenization of members and system, governing of cooperatives and the role definition of the government.
