| 摘 要： | 针对目前基层卫生服务管理缺乏循证依据，管理部门与基层机构沟通反馈不足等问题，探索在绩效考核过程中引入考核方案知识库、评分基准库、异常绩效分析知识库，重点分析知识库在基层卫生机构绩效管理过程中的作用环节、方式和功能，为实现基层卫生服务的科学有效管理提供思路和方法。

| Abstract: | To resolve the problem of non-evidence-based decision making and lack of communication and feedback, the paper explores the feasibility and the method of introducing knowledge bases of performance appraisal scheme, index benchmark and abnormal performance reasons into the process of performance management. Focusing on the links, ways and functions of knowledge base in performance management in primary health service institutions, it provides ideas and methods for realizing scientific and effective management of primary health services. |
