关于改革征地制度的思考

现行征地制度为我国经济社会发展提供了必要的土地保障 ,但同时也存在补偿费偏低、农民的合法权益受到侵犯、被征地农民失地失业等一系列问题。本文认为 ,改革征地制度是树立和落实科学发展观的重要举措 ,对于解决“三农”问题 ,严格耕地保护 ,促进社会稳定 ,保持农业生产和农村经济稳定发展具有重要意义。文章提出 :应当在征地制度改革中引入市场机制 ,用市场经济的办法解决农民征地问题。

THOUGHT ON REFORMATION OF LEVYING LAND SYSTEM

Active levying land system provides necessary land security for the economy and social development in China.However,there are still some problems.For example, the compensatory charge is relatively low, the peasant legal rights and interests are over passed, and the peasants whose lands are levied lose land and are out of work. To reform the levying land system is an important measure to set up and carry out the concept of scientific development, and it has important sense for resolving the problems of agriculture, countryside and farmers for protecting cultivated land, for strengthening social stabilization, for keeping stable development of agricultural production and rural economy. This paper points out that the market mechanism should be introduced into levying land system reformation, and the levying cultivated land should be solved by market economy.
