摘    要:风险是指对某一设备设施故障失效发生事故的概率与事故造成的影响后果的乘积。为了降低风险通常从两方面入手,一是降低发生事故的概率,即降低设备设施故障失效频率;二是提高应急管理水平,削弱事故造成的影响后果。因此,设备设施失效频率计算结果的准确性直接影响风险结果的准确确定,特别是作为定量风险评估中个人风险和社会风险计算所输入的关键参数不可或缺。应用国际上现行的设备设施失效频率计算方法—函数计算法,对某大型轻烃储库、轻烃储罐单元失效频率进行详细计算,并采用国际上通用的失效频率修正方法对失效频率计算结果加以修正,得出符合企业实际情况的准确计算结果,可为大型轻烃储库定量风险评估工作提供数据基础。

Abstract:Risk refers to the product of the probability of accident of certain equipment and the consequences caused by the accident. In order to reduce risks, two aspects are usually taken into consideration. One is to reduce the probability of accidents, that is, to reduce the failure frequency of equipment and facilities;the other is to improve the level of emergency management and weaken the consequences caused by accidents. Therefore, the accuracy of the calculation results of equipment and facilities failure frequency affects the accurate determination of risk results directly, especially the key parameters input in the calculation of personal risk and social risk in quantitative risk assessment, they’re indispensable. In this paper, the failure frequency of light hydrocarbon storage tank unit in a large light hydrocarbon storage is calculated in detail by using the current equipment and facility failure frequency calculation method in the world. The internationally accepted failure frequency correction method is used to correct the failure frequency calculation results, and finally the accurate calculation results in accordance with the actual situation of the enterprise are obtained. This provides a data basis for the quantitative risk assessment in large light hydrocarbon storage in the future.
