| 摘 要： | 教育乱收费、教育投入不足、教育公平问题已成为社会各界关注的焦点.解决的对策是:将义务教育作为中央财政的事权,由中央财政提供;合理配制教育资源,重点向农村倾斜;加快公共财政建设,增加教育投入,并实现财政教育投入重点由高等教育转向义务教育,从而优化教育支出结构,实现城乡协调发展.

| Abstract: | Right now all walks of life are greatly concerned with problems in education such as unauthorized fees, inadequate investment and fairness. The countermeasures for these problems are: taking compulsory education as the financial duty of central government; rationally allocating educational resources with the countryside enjoying preferences; expediting the construction of public finance in order to increase education investment; shifting the financial investment focus from higher education to compulsory education. The ultimate goal is to optimize education expenditure structure and realize the coordinated development of urban and countryside. |
