消防重点单位三维数字化预案管理平台研究及应用

针对现有灭火救援数字化预案实战性不强的问题，本文结合消防救援队伍改革转隶后的职能拓展和现实斗争需要， 研发了一套消防重点单位三维数字化预案管理平台，实现了与消 防实战指挥平台、单兵定位系统和重点单位物联网远程监控系统等系统的对接，初步实现了一体化的智慧消防升级应用，并在移动 端实现了“室内外一张图”的消防数字化预案应用。在实战中，消 防队伍利用该平台开展网上推演、熟悉演练和远程辅助决策，确保了作战决策的科学性和有效性，对于建设“智慧消防、科技消防”有 着重要的现实意义。

Development and application of a 3D Fire fighting and rescue plan system for key units of fire safety

Theexisting digital fire fighting and rescue plans are generally out of touch withactual fire rescue operations. In view of these problems, this paper develops aset of three- dimensional digital plan management platform to meet the needs ofthe function expansion and realistic struggle of the fire rescue team after thereform of government institutions.The system realizes the docking between thefire fighting command platform, individual positioning system and the remotemonitoring system based on Internet of things in key units, establishes anintegrated intelligent fire fighting system, and realizes the application of"one map indoor and outdoor" in the mobile terminal. In the actualcombat, the firefighting and rescue team uses the platform to carry out onlinededuction, familiar drill and remote assistant decision-making, ensures thescientific and effective combat decision-making. Practice has proved that thesystem has important practical significance for the construction of "intelligentfire protection, science and technology fire protection".
