基于模糊理论的输电中断成本估算方法

摘    要:输电中断事故往往会给电网企业和社会带来巨大的经济损失。为更好地描述输电中断事故所造成的损失,引入输电中断成本这一概念,分析影响输电中断成本的各个主要因素,并给出输电中断成本的数学表达式。断电影响成本是输电中断成本的最主要组成部分。在模糊理论的基础上又提出了断电影响权重系数的概念,并结合产电比等参数,共同描述输电中断事故在不同停电时间和停电区域情况下的断电影响成本,从而形成了估算输电中断成本的新方法,并在算例中得以应用,该方法可较好地反映不同条件输电中断事故的损失,在实际中也具有可行性。

Abstract:Power transmission interruption frequently brings about huge economic losses to both power network enterprises and society. To describe the losses caused by power transmission interruption more accurately, a concept of power transmission interruption cost is led in; the main factors that impact the power transmission interruption cost are analyzed and the mathematical expression of power transmission interruption cost is given. On the basis of fuzzy theory, a concept of weight coefficient of power supply interruption is led in, and combining with the parameters such as the ratio of output value to unit electric energy consumption and so on the power-off influencing cost of power transmission interruption failure under different outage time and power supply interrupted region is described in common, thus a new approach to estimate power transmission interruption cost is formed and applied in case study. The proposed method can reflect the losses caused by power transmission interruption failures under different conditions and is feasible in practice.
