摘    要:通过对2019年年底华东特高压网架特征和华东电网频率控制必要性的分析,计算得出江苏电网可切负荷容量需求。根据江苏电网负荷特点,结合江苏电网已投运的全国首套源网荷友好互动系统建设运行情况,提出深化建设方案。将电厂不影响机组发电出力的辅机负荷纳入源网荷精准控制范围,提出一种适应大规模、多类型负控终端毫秒级响应的分层分区通信架构,通过技术方案比较将系统总体架构优化为控制中心站、控制主站、控制子站及控制终端4个层次。深化建设方案对于电网进一步推广和加强建设源网荷毫秒级精准切负荷具有借鉴意义。

Abstract:Based on an analysis of the characteristics of Eastern China UHV grid and the necessity of the frequency control of the Eastern China power grid in the end of 2019, the paper calculates the capacity demand for load-shedding of Jiangsu power grid. According to the construction and operation situation of China's first set of source-network-load friendly interactive system, which has been put into operation in Jiangsu Power Grid, a deepening construction plan is proposed. Through inclusion of the load of power plant's auxiliary generator units for the precise control of source-network-load which doesn't affect the power output of the generator units, a hierarchical partition communication structure is established, which is adaptable to the large-scale, multi-type millisecond response. After a comparison of the technical schemes, the system's overall structure is optimized into four levels, including the control center, main control station, control substation and control terminal. The deepening construction plan is of great significance for the state grid to further promote and strengthen the construction of millisecond-level precise load control system of source-network-load.
