社区卫生服务信息化建设的瓶颈问题及发展对策

通过社区卫生服务信息化建设，可以完善和规范社区卫生服务功能，提高社区卫生服务质量，加强信息互通互联，完善信息统计上报制度，提高国家的卫生宏观调控和卫生应急能力。国内社区卫生信息化建设已取得初步进展但问题重重，其瓶颈问题在于国内缺乏统一的社区卫生服务业务模型标准、信息分类标准、数据元素标准、数据采集标准和信息运行规范等一系列社区卫生服务信息技术标准和规范。因而发展社区卫生服务信息化首要任务是建立和制定社区卫生信息技术标准和操作规范，规范电子健康档案，建设社区卫生信息数据集标准和功能规范，逐步实现社区卫生信息的垂直流动和平行流动。

Research on the Choke Points and Their Solutions of Informatization Construction in Community Health Services

The informatization construction of community health services(CHS)can perfect and standardize the functions of CHS,improve the service quality of CHS,enhance the connection of information,perfect the system of information statistic,strengthen the power of macro-control and public health emergency response.Though there is initial development of CHS informatization construction,there are some problems blocking its farther development in which the chock point is lacking series of CHS information technology standards such as service model standard,information classification standard,data element and metadata standards,basic function criteria.So the chief work of CHS informatization construction is to study and establish the CHS information technology standard,health electronic record standard,data element standard,basic function criteria,et al.
