中国工程监理与国际化接轨探讨

我国入世后 3～ 5年内工程咨询市场将全部放开 ,而国内监理行业存在业务范围单一化、监理法规不完善等不利状况 ,国内监理企业与国际工程咨询公司同台竞争其实力明显有待加强。因此 ,一方面短期内完善监理法律规章 ,如赋予监理企业更充分广泛的工程管理权力 ,改进监理工程师执业资格考试制度以及加强对监理工程师的执业责任风险管理等 ;另一方面要扩展监理企业业务范围——从单一的工程质量监督向工程全寿命管理过渡 ,监理企业应向工程项目管理公司方向发展 ,参与到项目投资决策阶段、设计阶段、工程施工阶段以及项目运营阶段 ,为业主提供工程项目全方位的综合服务。

Discussion of Chinese supervisory industry approaches to international models

In 3 to 5 years after China's entry to WTO,domestic construction consulting market will be completely open to international consulting companies.But it exists some serious problems in domestic supervisory industry such as limited scope of service and some problems in supervision laws and regulations.Therefore if our domestic supervisory companies want compete with international construction consulting companies,the only choice is to strengthen and develop ourselves.On one hand in a short time we have to reform some supervision laws and regulations.For example supervisory enterprises should be given more management power in a wide range and the qualification certificate examination system of supervisory engineers and the risk management of supervisory engineers' duties should also be reformed.On the other hand it is advisable that the business rang of supervisory enterprises should be widened.In detail,we must transform from the stage of only supervising construction quality to life cycle project management.Supervisory enterprises can develop to project management companies which have the ability to participate in the stages of investment decision,design,construction and project operation so as to provide comprehensive service for the owner.
