喀斯特地区石漠化综合治理的经验与启示

喀斯特地区石漠化综合治理是实现水土资源有效保护、生态环境持续改善和人民生活水平提高的重要途径。为了确保国家“十二五”期间200个重点县的石漠化治理工作取得更好的成效，全面总结“十一五”期间试点县在石漠化治理过程中取得的成功经验和模式十分重要。以贵州省赫章县为例，结合其“十一五”期间试点工作的基本情况，分析总结了其在石漠化治理过程中的经验和模式，指出，赫章县形成的石漠化草地建设与生态畜牧业主导型模式及初步建立的“资金整合、土地流转、以奖代补、耦合产业”机制，对过去3 a石漠化的综合治理起到了重要推动作用，对全省乃至全国开展石漠化综合治理具有重要指导意义。

Experience and enlightenment on comprehensive harnessing of rocky desertification in karst areas:a case of Hezhang County in Guizhou Province

The comprehensive harnessing of rocky desertification in karst areas is a significant approach to achieve water and soil conservation effectively,coupled with continuous improvement of eco-environment and people′s living standard.To ensure the harnessing effect of rocky desertification of the 200 key counties during the period of 12th five-year plan of China,it is requisite to summarize the experiences and harnessing mode in the harnessing process of the pilot country during the period of 11th five-year plan.The experience and mode of rocky desertification harnessing are summarized by the case of Hezhang County in Guizhou Province,with the consideration of the basic condition of pilot work.The result shows that the leading mode of grassland construction and eco-stockbreeding in Hezhang County is formed,in addition,the effective mechanism including fund integration,land circulation,rewards instead of subsidies and coupling industry is preliminarily established,all of which promoted the comprehensive harnessing and will be helpful for the harnessing in the future.
